Village of Diamond Village Board of Commission met Oct. 24.

Here are the minutes provided by the board:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 24th day of October 2023.

The scheduled meeting of the Diamond Village Board was held on Tuesday, October 24, 2023, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Dean Johnson and Dave Warner. Absent: Mark Adair and Jeff Kasher.

Approval of 10-10-2023 Minutes

MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to approve the 10/10/2023 regular meeting minutes and place on file. All Ayes: Motion Carried.

Approval of October 24, 2023, Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve the October 24, 2023, bill list and place it on file. All Ayes: Motion Carried.

New Business

Debra Papesh-Yes Communities/Burt Estates

Mayor Kernc welcomed Debra to the meeting. Debra resides at 24 Aqueduct and her dwelling was flooded by water which she feels was caused when the Public Works Department installed a new water meter to Yes Community on October 13, 2023. Debra discussed the damage to her dwelling and distributed pictures of the damage the water caused. Debra works out of town and upon returning on Sunday, October 15, 2023 her dwelling was flooded. She would like compensation for the damage. Debra added there were other dwellings in the park that experienced damage to their hot water tanks and such within the same timeframe. Village Clerk Lori Holmes stated she was never contacted about any other damage from residents within the park. Public Works Supervisor Jim Dunning explained the procedure which was done when the meter was installed. The fire hydrant was opened at the other end of the water line in the park which allows for any air in the lines to escape. The hydrant was opened and ran for 10-15 minutes, which flooded the road/area where the hydrant is located. Village Engineer Mike Perry stated all necessary procedures were followed correctly and it cannot be established what caused the issue within her dwelling. Commissioner Warner asked if Debra kept the faucet or pipes which would allow the village to inspect and investigate the matter. She did not have any of the items. There is no evidence of what caused the leak. After further discussion, the decision was made that no compensation will be made for any damage caused to her dwelling.

Discuss Amendment to the Liquor License Classifications and Video Gaming Mayor Kernc welcomed Andy and Nancy Galatte-owners of Lilly’s Café. Village Attorney John Gallo explained the expansion of the license classifications. Under the old classifications, the village did not have a specific classification for stand alone video gaming establishments, therefore, those establishments were in the classification which enabled them to sell any type of liquor, not just wine and beer. Galatte explained what they serve and how this change would be detrimental to his business.

Mayor Kernc presented a letter from the manager of Anna’s Café explaining the financial impact on their business if their classification were changed. After further discussion the decision was made to amend the liquor classification to add classification A1-which would be Retail Sales for consumption only on licensed premises. This would allow those establishments to continue to serve their patrons with the beverages they are currently serving. The ordinance will be amended and be placed on the upcoming agenda for board approval.

Public Works Department Updates

Public Works Supervisor Jim Dunning reported the wash press should be shipped on November 17 as well as the blower housing for the aerator. A new solenoid kit and a new solenoid have been ordered. The new one will be installed and the current one will be repaired and placed on the shelf as a spare. Those cost is approximately $2,000.00. The new motor for Well 4 should arrive in 7-10 days. Chris Perra from Test has been working/training with Mike Jenke and John Guistat with procedures at the WTP and WWTP. Things have been going well. The water plant has been power washed and seal coated. Next year the goal is to complete the other 2 buildings. Repairing b-boxes throughout the village has continued. The sludge room pressure tanks in the pits need replacing. Dunning has received 2 quotes, one for $6,300.00 (for tanks and removal). The other, $5,000.00 for the tank and removal. Dunning will research both companies and ask Chris from Test, Inc. for his recommendation. The sludge pump will also be removed and rebuilt. A speed sensor is needed for the backhoe which will cost $1,300.00. The gator was returned after the selector switch had to be replaced-which was under warranty however, Dunning was told this model is known for this issue.

Commissioner Johnson

Commissioner Johnson inquired if/when the traffic signal will be installed at Will Road & IL Route 113. Mayor Kernc stated still waiting for IDOT to warrant it. Once it is, Kernc would like the company who installed the existing poles etc., to complete the job. This would require the village to waive the competitive bid process, so the final installation process can be completed by the same company who did the initial installation. Johnson also inquired about the installation of the flock camera at Route 113 near frontage-at the Shell Station. Kernc stated that has not been installed and does not have confirmation of the installation time since we are waiting on the permit. This would be the last flock camera installed within the village.

Commissioner Warner stated we have a good physical barrier at the WTP/WWTP for the WIFI. A designated electrical line has been installed for computer use only. The humidity levels are being monitored. The resident with the hot water tank complaint was out of town, therefore, no further information can be provided at this present time.
