CALL TO ORDER
President Debi Trotter called the regular monthly meeting of the Coal City Public Library District Board of Trustees to order at 6:30 p.m.

Treasurer Renee McLuckie presented a written treasurer’s report (attached). The report will be filed for audit.

Library Director Jolene Franciskovich submitted the director’s report, which included the statistics for October
STANDING COMMITTEE REPORTS
Budget
Chairman McLuckie reviewed Ordinance 23-2 An Ordinance Levying Taxes for Corporate Purposes for the Fiscal Year 2023-2024 with the Board.
Motion by Renee McLuckie and second by Steve Smith that
The Board adopt Ordinance 23-2 An Ordinance Levying Taxes for Corporate Purposes for the Fiscal Year 2023-2024.
Motion carried by roll call vote.

Absent: Sipple
Policy
Chairman Crawford discussed proposed changes to the following policies: (1) Circulation Policy; (2) Collection Management Policy; (3) Meeting Spaces Policy; and (4) Motor Vehicle Evaluation Procedures. These changes will be considered for approval at the next Board meeting. The Prohibiting Harassment, Discrimination, and Retaliation Policy will be reviewed by the Policy Committee in January to incorporate the new proposed federal language.
NEW BUSINESS
Fire Pump Room Renovations
Mike Perry with Chamlin & Associates discussed with the Board of Trustees options for renovations to the fire pump room.
Paid Leave Worker’s Act
Library Director Jolene Franciskovich discussed with the Board of Trustees the new legislation concerning the Paid Leave Worker’s Act going into effect as of January 1, 2024. The Board was given proposed language to be added in the Personnel Policy and considered for approval at the next Board meeting.
Resolution 23-4
The Board reviewed Resolution 23-4, the Resolution Authorizing and Directing the Filing of an Assessment Complaint(s) with the Grundy County Board of Review.
Motion by Steve Smith and second by Renee McLuckie that
The Board accept Resolution 23-4, the Resolution Authorizing and Directing the Filing of an Assessment Complaint(s) with the Grundy County Board of Review for Tax Year 2023 Re: Parcels 03-35-400-004, 03-35-400-005, 03-35-300-002 Owned by General Electric Co. and Improved with the GE Hitachi Morris Operation, as presented. Motion carried by roll call vote.

Serving Our Public 4.0: Standards for Illinois Public Libraries
The Board of Trustees reviewed Chapters 1 through 4 for Serving Our Public 4.0: Standards for Illinois Public Libraries. The Board is to review chapters 5 through 9 for next month’s meeting. Trustee Open Discussion
Signs that have been displayed on the Library’s lawn were discussed. The policy indicates that signs can be displayed at the Library Director’s discretion.
It was noted that there have been additional states leaving the American Library Association. Oklahoma and Florida are two states that are currently banning certain Math textbooks.
