City of Vienna City Council met Nov. 15.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, November 15, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor

Alan Racey, Alderman

Ron Pitts, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tueey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the November 1, 2023 meeting minutes, the Warrant ($23,203.82), and the October Treasurer Report. Alderman Hill seconded the motion. All present in favor, motion carried.

Revive Vienna Committee member, Brenda Kreuter, was present to discuss details of Christmas on the Square event scheduled for Friday, December 15th 4:30-7:30 p.m.

Alderman Moore made a motion to Authorize and Approve $500.00 (Community Funds) for donation towards the Christmas on the Square event. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Cooperative Agreement for the services of Watson Kennels, LLC. Effective December 1, 2023-November 30, 2024. Alderman Tuey seconded the motion. All in favor, motion carried.

Mayor Penrod and Treasurer Meyers reviewed a draft Tax Levy Ordinance 23-03 with council for the 2023 current fiscal year. The ordinance would be placed on the next meeting agenda.

In connection with the Redbud Lane Resurfacing Project, Alderman Moore Authorized and Approved Plat and Certificate of Ownership and Dedication of Lot 9 in Southview Subdivision in the City of Vienna, Johnson County, Illinois. Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve city administration to void/re-issue stale dated checks prior to the 2023 calendar year. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve holiday turkey/ham gift certificates for city employees to be purchased from Miles Brothers Foods (General Funds). Alderman Moore seconded the motion. All in favor, motion carried.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS

Wright said the city's general insurance was in the renewal process and would be placed on the next meeting agenda.

Fire Chief Williams reported alternator repairs to engine #7. Williams also noted foreign fire funds would be used to replace nozzles on fire trucks.

Alderman Tuey and Racey commented on the 50/100 mile run, noting the need for additional event parking signs.

Mayor Penrod reported updates on industrial park projects saying there would be an official release concerning the development of the Midwest Material asphalt plant. The process was still ongoing and included meetings with USDI and Midwest Material to determine gas line connection and routing as well as revising the city's current gas ordinance. Penrod said after further discussion with Midwest Material, the modification station may not be needed as discussed at the prior council meeting.

Penrod added that solar developer, BOW Renewables has a lease option in the industrial park and would be installing a small-scale solar project.

Penrod said the Redbud Lane resurfacing project was scheduled to be finished the following week.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod adjourned the meeting at 8:20 p.m.
