The City Council of the City of Vienna met in regular session, Wednesday, December 20, 2023 at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Pro-Tem Pitts called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the December 6, 2023 meeting minutes, the Warrant ($18,164.18), and November Treasurer's Report. Alderman Hill seconded the motion. All present in favor, motion carried.
County Commissioner, Jason Taylor was present to request closure of one block of 6th Street concerning new county courthouse parking plans. Taylor said the county would grant the city access to the parking lot for any utility repairs. Council said they would consider the request.
Scott Hickam, Buessink & Hickam, PC presented the 2023 fiscal year financial report with city officials.
Alderman Tuey made a motion to Approve and Accept the 2023 fiscal year annual financial report. Alderman Hill seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve Ordinance 23-04, An Ordinance Amending and Establishing Natural Gas Rates. Alderman Hill seconded the motion. All in favor motion carried.
Alderman Hill made a motion to Authorize and Approve an amendment to Natural Gas Management agreement between Utility Gas Management and City of Vienna, IL. Alderman Racey seconded the motion. All in favor, motion carried.
PUBLIC COMMENT - None
ELECTED/APPOINTED OFFICIALS
Alderman Tuey mentioned the need to decide fireworks display in 2024 due to costs. Council had discussion.
Alderman Elliott mentioned concern of a vehicle blocking the view of oncoming traffic behind Banterra Bank onto highway 146. Chief Miller would be notified.
At 7:45 p.m. Alderman Tuey made a motion to go out of Regular Session into Executive Session for: Employment/compensation as per 5ILCS 120/0(c)(1) Non-Union Salary Raises, and review of closed session minutes pursuant to 2.06 of the Open Meetings Act as per 5ILCS 120/2(c)(21). Executive Minutes from 07-05-23 and 09-06-23. Motion seconded by Alderman Elliot. Motion carried.
At 8:18 p.m. Alderman Elliot made a motion to Resume the regular session meeting, seconded by Alderman Tuey. Motion carried.
Alderman Racey made a motion to Authorize and Approve Non-Union salary adjustments effective Jan 1, 2024. Alderman Hill seconded the motion. All in favor, motion carried.
Alderman Tuey made a motion to Approve content of closed session minutes from 07-05-23 and 09-06-23 and to release both closed session minutes as confidentiality no longer exists. Alderman Moore seconded the motion. All in favor motion carried.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Elliott. Mayor Penrod adjourned the meeting at 8:20 p.m.
