City of Vienna City Council met Jan. 3.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, January 3, 2024 at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the December 20, 2023 meeting minutes, the Warrant ($43,347.72). Alderman Pitts seconded the motion. All present in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve Pay Estimate #1-Redbud Lane. To E.T Simonds in the amount of $163,079.08 (General Funds). Alderman Moore seconded the motion. All in favor, motion carried. Mayor Penrod noted the mandatory sign had been placed naming Delta Regional Authority for funding the project.

Tom Loyd was present to request an extension on Vienna Outdoor Equipment TIF project. Loyd updated council on the status of the project. Council was in consent to extend the completion date to June 30, 2024.

PUBLIC COMMENT - None

Alderman Moore made a motion to Authorize and Approve the adoption of guidelines for officer worn body cameras policy to the Vienna Police Dept manual. Alderman Racey seconded the motion. All in favor, motion carried. Chief Miller noted the department would begin wearing body cameras in 2025 and would be looking into grant funds this year.

Mayor Penrod reviewed a letter from IDOT on proposed project of repaving from the intersection of 146 going west to Old Route 146. The project includes paving parking areas up to 7th Street at a cost to the city of $13,000.00. Council had discussion. Penrod would contact IDOT for more information.

Alderman Pitts made a motion to Authorize and Approve a Memorandum of Understanding between Midwest Material, LLC and the City of Vienna. Alderman Hill seconded the motion. All in favor, motion carried.

City officials discussed per last meeting the request from the county to close one block of 6th Street for the county courthouse parking plans. Council was in general consent to not grant request of the 6th street closure due to existing utility lines.

ELECTED/APPOINTED OFFICIALS

Fire Chief Williams said the department would apply for a State Fire Marshal grant opportunity. Williams said per the recent ISO (Insurance Services Office) inspection report, the department kept the same rating score. Wiliams also announced the department would host their Christmas dinner Saturday, January 6th at 6:00 p.m.

Mayor Penrod discussed a residential sewer backup incident that occurred December 26th. The city filed an insurance claim and was currently working insurance adjuster and homeowners. Supt. Racey said 180 ft of sewer line was replaced to remedy the issue of roots/blockage.

Penrod gave a brief update on the Strong Communities Program grant that all five signatures were obtained for permission of residential demo.

Penrod said Horner & Shifrin was working on designs for watermain replacements, water tower refurbishing project and water plant projects per the Rural Development grant. Water plant projects were contingent on whether the city would decide to switch to being fully supplied by Millstone Water district. Penrod and council had discussion that included several unknown factors of switching to Millstone.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Pitts. Mayor Penrod adjourned the meeting at 7:41 p.m.
