Melissa and Mary presented the bid to paint the interior of the Animal Control building. The bid received a favorable vote.

XIII. Fuel Usage and Overtime 

1. Fuel Usage Report

Per Eric Gibson, fuel usage is at 14% and at 10% with reimbursement from other departments.

2. Overtime Report

Per Eric Gibson, overtime is at 51% due to the winter storms.

3. Expenses Associated with January 12th Snow Storm 

Eric Gibson discussed the storm on January 12th and clean up through January 14th. He went over the cost of overtime and double time labor hours, fuel usage for unleaded and diesel and salt usage. The total cost for the storm was approximately $55,000.

XIV. Highway New Business 

A. Letting Date for County and Township 2024 General Maintenance 

Eric Gibson noted that, with IDOT approval, the target date for the letting for County and Township general maintenance for 2024 will be held on 2/22/24 starting at 10:00am.

B. Resolution for Maintenance Under Illinois Highway Code - 2024 General Maintenance $450,000

Eric Gibson asked the committee to approve the Resolution for 2024 General Maintenance in the amount of $450,000 of County Motor Fuel money to go to full board.

C. Preliminary Engineering Services Agreement for Two Bridge Deck Replacments on Gardner Road - Chamlin & Associates 

1. Preliminary Services Agreement for Gardner Road Bridge Bundle - Chamlin

Eric Gibson went through the issues with the Gardner Road bridges and noted that they have been moved up in the 5 year plan to this fiscal year. He noted that the Preliminary Engineering Services Agreement would be for $115,000 and paid out of local funds. He asked the committee to approve the proposed Agreement with Chamlin to go to full board.

D. Update - Emergency IGA with Village of Dwight for Usage of Grundy County Snow Plow Truck for 2023-2024 Snow Season 

1. IGA with Village of Dwight for Tandem Use

Eric Gibson noted that due to the Village of Dwight's Public Works building burning down they lost all of their equipment. The Highway department decided to lend them the single axle plow truck to use during the winter season. He wanted to let the committee know that an emergency IGA with the Village of Dwight was signed so that they could use the equipment immediately.

E. Discuss and Select Date for Highway Committee Road Trip to Evaluate Road and Bridge Projects 

Eric Gibson discussed with the committee the possibility of starting up taking a road trip with all committee members to look at projects that they have approved and that are in the works. He noted that this had been done in the past and he wanted to know if there is interest in continuing this process. The committee seemed interested and wanted to go forward with discussion on how they could make this work with transportation and dates when people are available.

Mary Kucharz gave a brief overview of the budgets. She noted that there was nothing unusual to discuss except for the amount of Highway Overtime and Eric Gibson had already gone over this.
