V. County FY2023 Audit Presentation-Mack & Associates 

Lauri Pope presented the FY23 Audit which reflected no material weaknesses, significant deficiencies or instances of noncompliance. The General Fund's operating cash balance on hand is nine months.

1. Finance Report-Discussion

Melvin reported on projects including the county expansion, jail plumbing courthouse HVAC and courthouse generator.

2. General Fund Monthly Budget Report-Discussion

At 16.99% through FY24 the General Fund revenues are at 12.93%; expenditures at 12.70%.

3. Professional Services-Discussion

No report.

4. ARP Request Update-Discussion

Melvin stated that there had been one update to the list since last review. Chamlin & Assoc -$2,629 related to the jail plumbing project.

VII. ETSB Report 

County Administrator Kucharz updated the committee.

VIII. New Business

1. Everseal Quote-Resurfacing Jail Floors

RESULT: APPROVED [UNANIMOUS]

IX. Old Business 

A. Claiming Per Diem/Mileage for Solar Farm Meetings 

A discussion was held regarding whether per diem should be paid to those board members attending the sub-committee meetings for solar farms. Chairman Balkema authorized the claims moving forward as well as retroactive per the reference from the Grundy County Board Rules of Order & Procedures stated below:
