City of Vienna City Council met Feb. 21.

The City Council of the City of Vienna met in regular session, Wednesday, February 21, 2024 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the February 7, 2024 meeting minutes, the Warrant ($23,360.32) and January Treasurer's Report. Alderman Hill seconded the motion. All present in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve Change Order #2 for Redbud Lane Resurfacing and Commercial Drive Project #22160, Increase of $300.00. Alderman Racey seconded the motion. All present in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve Change Order #3 for Redbud Lane Resurfacing and Commercial Drive Project #22160, Increase of $19,663.49. Alderman Hill seconded the motion. All present in favor, motion carried.

Michaela Hembree, Shawnee Worship Center, was present to request permission and discuss partnering with the city to organize a community Spring clean-up day. Hembree said SWC would provide the van shuttles/drivers and supplies. Planned clean-up sites would be the city park, city square and both on/off interstate exits ramps. City officials were in consent. The city would provide trash bags and a dumpster through the city's trash service.

Alderman Racey made a motion to Authorize and Approve a $300.00 (Community Funds) donation towards the JCYL Soccer field backstop project. Alderman Hill seconded the motion. All present in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve $200.00 (Community Funds) for cost of DJ for the community Easter egg hunt scheduled for March 16th at the city park. Alderman Elliott seconded the motion. Hill-abstain, Moore-yes, Elliott-yes, Pitts-yes, Racey-yes, Tuey-absent.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS

Supt Racey said waterlines were completed on the Rt 146 East project. Sewer work was almost completed. Brief discussion of Rt 146 east lane closures scheduled for March 1st at 6:00 p.m. - 6:00 a.m. on March 4th for the replacement of a box culvert near the Secretary of State facility.

Council discussed Fourth of July fireworks that was anticipated to cost around $14,000.00. Penrod said Modern Woodmen would not be able to support funding the same project as the previous two years, which covered half the cost. Alderman Racey suggested the city use gaming revenue to fund the event. Council tabled discussion until the next scheduled meeting to make a decision if the city will host fireworks this year due to costs.

Alderman Pitts discussed illegal trash dumping at the city park.

Mayor Penrod and Alderman Moore discussed installation of an inclusive swing set to be installed at the west end of the city park. An extension of the sidewalk would also be added. Modern Woodmen would be donating additional funds for the project. Penrod said he reached out to Pleasant Ridge church to possibly assist with installation. A quote of project cost would be provided for the next meeting agenda.

Mayor Penrod and council discussed recovery of grant payments due to default of prior TIF agreements.

Penrod said a meeting was scheduled March 8th with Horner & Shifrin to review project scope for the water plant as part of the Rural Development grant. The project would be put out for bid in August.

Penrod said the city would need to advertise to hire an additional public works department employee due to retirement of a current employee the following year. A detailed job description would be put together. Penrod appointed Alderman Elliott and Pitts as a screening committee for applicants.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Moore. Mayor Penrod adjourned the meeting at 7:21 p.m.
