City of Vienna City Council met March 6.

The City Council of the City of Vienna met in regular session, Wednesday, March 6, 2024 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steven Penrod, Mayor Ron Pitts, Alderman Alan Racey, Alderman Tim Elliott, Alderman Austin Tuey, Alderman Aleatha Wright, Clerk Jim Miller, Police Chief Brent Williams, Fire Chief

ELECTED OFFICIALS ABSENT: Angela Moore, Alderman Melissa Hill, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the February 21, 2024 meeting minutes and the Warrant ($193,865.10). Alderman Tuey seconded the motion. All present in favor, motion carried.

Mayor Penrod opened one sealed bid received for soccer field mowing as follows: Miller's Lawn Care- $320.00 Entire area including soccer fields/ $100.00 for soccer playing field only. Alderman Elliott made a motion to accept the bid. Motion was seconded by Alderman Pitts. All present in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve Invoice #71451 to Horner & Shifrin in the amount of $1,596.59 (TIF Funds) for the 146 East Water Relocation project. Alderman Tuey seconded the motion. All present in favor, motion

Alderman Racey made a motion to Authorize and Approve Change Order #4 for Rt 146 Watermain Relocation Project #22042, Decrease of $87,212.80. Alderman Elliott seconded the motion. All present in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Pay Estimate #4 for Rt 146 Sewer Relocation Project #22042 to S&W Line Contracting in the amount of $12,132.97 (General Funds). Alderman Pitts seconded the motion. All present in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Pay Estimate #6 for Rt 146 Watermain Relocation Project #22042 to S&W Line Contracting in the amount of $68,636.75 (General Funds). Alderman Racey seconded the motion. All present in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Gas Funds in the amount of $86,921.00 to Trunkline Gas Company, LLC for installation of 2-inch run changing valve at measure and regulating station. Alderman Elliot seconded the motion. All present in favor, motion carried. Mayor Penrod noted this payment would be fully reimbursed to the city per agreement with Trunkline Gas Company.

Alderman Racey made a motion to Authorize and Approve to place a quarter page ad in the Southern Illinoisan Scout magazine $275.00 (Tourism Funds). Alderman Pitts seconded the motion. All present in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve $6,000.00 (Community Funds) for the purchase of all-inclusive playground swing set, shipping, concrete and materials. Alderman Pitts seconded the motion. All present in favor, motion carried. Mayor Penrod noted that Modern Woodmen had donated $2,500.00 to the project and would be donating an additional $2,500.00.

Alderman Tuey made a motion to Authorize and Approve a Cooperative Agreement Providing for the Services of the Johnson County Animal Control Warden Within Municipal Limits. Effective March 28, 2024. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Tuey said he obtained a quote for the annual fireworks display in the amount of $13,529.00. Council will table further discussion until the next scheduled meeting with a full council present.

PUBLIC COMMENT - None

ELECTED/APPOINTED OFFICIALS

Wright announced the spring city cleanup scheduled for Monday, April 29th.

Supt. Racey said the city's seasonal mower would begin March 25th.

Police Chief Miller discussed a quote for body cameras/storage in the amount of $26,700.00. The city planned to apply for a 100% reimbursable grant in the fall. Miller also mentioned putting the departments pop-up camper out for bit as it is no longer being utilized by the city.

Mayor Penrod said a memorial tree planted at the city park near the amphitheater may need replaced.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Moore. Mayor Penrod adjourned the meeting at 7:14
