Coal City Village Board met March 18.

At 5:33 p.m. on Monday, March 18, 2024, the Village Board met for a Budget Meeting in the Boardroom of the Village. In attendance was Mayor Dave Spesia, Trustees Dave Togliatti, Pamela Noffsinger, Tim Bradley, Sarah Beach, and Bill Mincey. Also in attendance were Village Administrator Matt Fritz, Village Treasurer Leanne Vota, Kristi Wickiser, Financial Manager and Village Building Inspector Kyle Watson. Absent; Trustee Dan Greggain.
This Budget meeting is for discussion of the Community Development, Parks and Administration program budget.
Community Development- Building Department
Kyle Watson explained the updates to the GIS (Geographic Information System), Water Distribution Map, Water and Storm Water Map. Mr. Fritz explained to the Board of the Rental Inspection Program. After discussion, the Board requested Mr. Fritz to gather more information for the Board to review at a later time.
Performance Indicators:
- Building inspections completed
- Inspections completed by Plumbing Inspector
- Variance and other petitions requested
- Code Enforcement warnings issued
- P-Tickets issued
- Allocation of Personnel Adjusted
Mr. Fritz explained the rebalancing of the budget to allow police patrol to be included under the parks category, the increase of costs for Fall Fest and the increase of price for playground equipment. Also discussed were future discussion plans for new amenities to be added to North Park.
Administration
Mr. Fritz presented to the Board of the possibility of increasing the fee for Gaming Terminal Stickers, after discussion all were in favor of increasing the fee. Also discussed was the process of Façade Improvement possibility, and IMRF. The following categories were also discussed:

- Door Replacement in Conference Room
- Updated Municipal Facilities Analysis
- Liability/ Worker Comp Insurance Coverage
- Conference Room Furniture Overhaul
- Revenues Collected for Other Program expenditure increases
- School Sites
- Bond Fund
- Sani Sewer Infrastructure Improvement
- SSA
- Sani Sewer Bond Improvement
Bradley moved to adjourn the meeting second by Beach and the meeting was adjourned at 6:43p.m. Ayes; Togliatti, Noffsinger, Bradley, Beach and Mincey. Nays; none. Absent; Greggain.
