Coal City Village Board met March 21.

Here are the minutes provided by the board:

At 5:32 p.m. on Monday, March 21, 2024, the Village Board met for a Budget Meeting in the Boardroom of the Village. In attendance was Mayor Dave Spesia, Trustees Dave Togliatti, Dan Greggain, Pamela Noffsinger, Tim Bradley, Sarah Beach, and Bill Mincey. Also in attendance were Village Administrator Matt Fritz, Kristi Wickiser, Financial Manager, Darrell Olson, Tyler Valiente and John Huddleston.

This Budget meeting is for discussion of MFT, CIP, Water/Sewer, and Maintenance.

Water/Sewer:

included:

Tyler Valiente and John Huddleston presented on behalf of the Water & Sewer Department. Discussion

PERFORMANCE INDICATORS

  • Average water distributed each day, maximum water distributed, sanitary flow collection and maximum incoming sanitary flow per day
  • Sludge removal
  • Overtime hours, double time hours and comp hours completed
PROJECT & BUDGETARY EFFECTS

  • Update water meter remote communication and replace business meters
  • Professional facility consult for municipal facilities study
  • Sludge removal
  • Repainting of N. Water Tower & clarifiers
Maintenance:

Darrell Olson presented on behalf of the Maintenance/ Public Works Department. Discussion Included:

  • Overtime and Double time hours completed
  • Water main breaks/ repairs
  • New main valves
  • Fire hydrants replacements/ repairs
  • Storm sewers repairs, inlets and taps.
  • Tree removal and ground
  • Sidewalks- new and replacements
  • Concrete aprons
  • Hot Patch
  • Sanitary repairs
PROJECTS COMPLETED IN FY24

  • Water Project Storms Projects
  • Streeting lighting
  • Police Department Building maintenance
  • Park maintenance
  • Valve maintenance
WORK COMPLETED BY CONTRACTORS

  • Planting and waters of flowers on Broadway
  • Twelve water services bored to replace lead lines
  • Phase 3 of Hope Helps playground foam floor installed
  • Second Ave. storm and water project
  • E. Spring Road water main project
UPCOMING PROJECTS

  • Replacement of valves in different sections of town
  • Assist with lead line replacement at Housing Rehab homes
  • Continue valve maintainer maintenance program
  • Install 8' C900 water main on E. Fourth St. from N. Second Ave. 240' E. to loop in existing water main
BUDGETARY EFFECTS

  • Equipment Acquisition Lessen
  • CDL Training Remains Expensive
  • Replacement Sidewalk Snow Plowing Tractor
Discussion was had by the Board for suggestions on how to further protect the parks from destruction and vandalism which included extra patrols and possible fencing around the park. Parks and Fall Fest committee also discussed the need to purchase a gator to assist with activities during Fall Fest.

Capital Improvement Plan:

Mr. Fritz presented an assortment of projects within the current fiscal year and those planned for the next four years in the following categories:

  • Municipal Projects
  • Utility Projects
  • Vehicle & Equipment Inventory
Mr. Fritz explained the first preliminary reading of FY25 Budget will be held on Monday, March 25, 2025, at the Regular Village Board meeting.

Bradley moved to adjourn meeting second by Beach. Ayes; Togliatti, Greggain, Noffsinger, Bradley, Beach and Mincey. Nays; none. Absent: none. The meeting was adjourned at 6:42 p.m.
