Village of Minooka Planning & Zoning Commission met June 11.

Here are the minutes provided by the commission:

1. CALL TO ORDER

Meeting was called to order by Chairman Dan Friant at 6:00 PM.

2. PLEDGE OF ALLEGIANCE

Pledge of allegiance was led by Chairman Friant.

3. ROLL CALL

Present: Chairman Dan Friant, Commissioners DeDe Clennon, Mark Skwarczynski, Bob White, and Dan Wittenkeller

Absent: Commissioners Casey McCollom and Bob Wilson

Also Present: Community Development Officer Jeff Lind, Deputy Clerk Jessica Harvey, Village Engineer Susan Quasney, Village Attorneys Michael Santschi and Aly Harms

4. APPROVAL OF APRIL 9, 2024 MINUTES

Motion was made by Commissioner White to approve the April 9, 2024 Planning and Zoning Minutes. Commissioner Wittenkeller seconds.

Ayes: Clennon, Skwarczynski, White, Wittenkeller

Nays: None

Abstain: None

Absent: McCollom, Wilson

Motion carried.

5. APPROVAL OF MAY 14, 2024 MINUTES

Motion was made by Commissioner Skwarczynski to approve the May 14, 2024 Planning and Zoning Minutes.

Commissioner Clennon seconds.

Ayes: Clennon, Skwarczynski, White, Wittenkeller

Nays: None

Abstain: None

Absent: McCollom, Wilson

Motion carried.

6. BRIEFING ON VILLAGE UPCOMING AGENDA ITEMS

Community Development Officer Lind notified the Commission the Village has anticipated items to be on the July Planning and Zoning Commission Agenda. Upcoming items include a residential fence variance request and solar project.

7. OLD BUSINESS - None

8. NEW BUSINESS

a) Consideration of (i) the Second Amendment of the Preliminary Plat of Aux Sable Ridge of Minooka and (ii) the Final Plat of Aux Sable Ridge of Minooka, Phase 2 Community Development Officer Lind provided an overview. At last month’s Planning and Zoning meeting on May 14, the Planning Commission recommended approving the Aux Sable Ridge Phase 2 preliminary plat and final plat. The developer has decided to reconfigure the layout of the Phase 2 subdivision to address the Minooka Fire Protection District’s concern over “Heritage Woods Drive.” The International Fire Code requires dead-end roads in excess of 150’ to be provided with a turnaround and as previously presented, had a dead-end road in excess of 600’. The new plat has a dead-end only 130’ long, therefore, not requiring a turnaround. The new configuration, which shows Isabella Court making a complete loop, more closely resembles the original 2015 design of the Heritage Woods complex. None of the variances recommended for lots 26-32 last month are affected by this new design. The plats reviewed last month depicted a storm water detention easement behind Lot 18. The large detention pond shown in the new design should be adequate for stormwater detention volume, thus allowing the developer to remove the small dry basin previously shown on Lot 18 to free it up as another residential lot. Tree plan was also recently submitted for engineer review. Staff noted any recommendations for approval should remain contingent upon Legal and Final Engineering review.

Commission noted that petitioner should out of courtesy contact the neighbors to the south. They might appreciate some sort of buffering.

Based on the evidence presented and the reasons set forth in the Planning and Zoning Meeting, Commissioner White motioned to recommend to the Village Board the approval of (i) the Second Amendment of the Preliminary Plat of Aux Sable Ridge of Minooka and (ii) the Final Plat of Aux Sable Ridge of Minooka, Phase 2 specifically per site plan dated May 31, 2024 pending legal, final engineering and site plan review.

Commissioner Wittenkeller seconds.

Ayes: Clennon, Skwarczynski, White, Wittenkeller

Nays: None

Abstain: None

Absent: McCollom, Wilson

Motion carried.

9. AS APPROPRIATE

Commission noted that Glen Schieberl, a previous member of the Planning and Zoning Commission passed away recently and extended their sincerest condolences to his family.

10. PUBLIC COMMENT - None

11. ADJOURNMENT

Motion was made by Commissioner White to adjourn the Planning and Zoning Commission meeting. Commissioner Clennon seconds.

Motion carried with all ayes.
