Village of Diamond Village Board of Commission met June 25.

Here are the minutes provided by the commission:

The scheduled meeting of the Diamond Village Board was held on Tuesday, June 25, 2024, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present Dean Johnson. Jeff Kasher and Dave Warner. Absent: Mark Adair.

Approval of 6-11-2024 Minutes

Mayor Kernc presented the minutes. Commissioner Johnson made a correction. Under Commissioners Report it reflected he was absent however, should reflect, no report, since he was in attendance. MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve the 6-11-2024 meeting minutes with correction. Ayes: Johnson, Warner, Kernc. Abstain: Kasher; Motion Carried.

Approval of June 25, 2024, Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the June 11, 2024, bill list and place it on file. All Ayes: Motion Carried.

Public Comment

None

New Business

Award And Approve 2024 Street Maintenance Bid Proposal to D Construction Mayor Kernc presented the bid. It was under the engineers estimate for the project by approximately $100,000.00. Village Engineer Mike Perry stated the bid received from D Construction was extremely good. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to Award the 2024 Street Maintenance Bid Proposal to D Construction in the amount of $ 282,594.20. All Ayes: Motion Carried.

Update Grant Status of Will Road

Mayor Kernc stated the grant for the Will Road reconstruction project was approved by Will County Governmental League and CMAP. The village is programed for the 2028 year. Kernc hopes to get the project certified and potentially if another project falls off, Diamond could move up in their position for the project.

Mayor Kernc stated there was nothing out of the ordinary to report.

Engineer Updates

Village Engineer Mike Perry stated the ITEP sidewalk project is underway. The water main project is still awaiting approval from the state. Well #2 abandonment is out for bid. A meeting is scheduled for next week regarding the lift station/SCADA project. Perry is getting additional information for the public works building. Kernc stated Public Works Supervisor Dunning and Commissioner Johnson went to the site to discuss the position of the building to be erected. Perry will check the 100- year flood map to verify the area is not in the flood map. Kernc stated the building would be built 6 inches above what the 100-year flood map reflects. Commissioner Kasher recommended contacting Morton Buildings. Kasher will get the contact information. They can draw out the building based on what we would like to see for the building. Kasher recommended a 60x120 building. Kernc wants to include an alternate bid so she can see the cost of a steel building also.

Public Works Department Updates

Public Works Supervisor Jim Dunning stated there will be a pre-construction meeting on Thursday for the installation of the streetlights at Will Road. The generator has been fixed. The high service pump was pulled and is being repaired. He has requested a price for a new pump. Dunning has contacted the USDA regarding the grant for the truck with plow which would be used for sidewalks and bike paths. The grant is a 90/10 grant which the village’s responsibility would be 10% of cost which would be approximately $3,300.00.
