The City Council of the City of Vienna met in regular session, Wednesday, June 3, 2024 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the June 19, 2024 meeting minutes and the Warrant ($25,396.72). Alderman Racey seconded the motion. All in favor, motion carried.
Sydney Shelton, Natalie Sawyer, and Jennifer Worthen with Southern Seven Health Department were present to discuss the benefits of the city becoming tobacco and E-cigarette free at city parks. Through grant funds, Southern Five would provide signage to the city. Shelton said several cities including Goreville, Harrisburg, Herrin and Sesser had adopted ordinances that were included in the informational packets for city officials to review. Council had discussion. The topic would be placed on the next meeting agenda for discussion/consideration.
Mayor Penrod said on July 9th, Birth to Five Illinois (408 Court St.) would be celebrating the launch of Dolly Parton Imagination Library. By a Proclamation, Mayor Penrod declared Tuesday, July 9th Dolly Parton Imagination Library Day in Vienna, IL.
Alderman Pitts made a motion to Authorize and Approve Ordinance 24-01, An Ordinance Appropriating funds for the current fiscal year ending April 30, 2025. Alderman Racey seconded the motion. All in favor, motion carried.
Alderman Racey made a motion to Authorize and Approve Illinois Rural Water Association- City of Vienna, IL Source Water Plan. Motion was seconded by Alderman Elliott. All in favor, motion carried.

ELECTED/APPOINTED OFFICIALS
Fire Chief Williams said everything was ready to go for the fireworks display scheduled for Friday, July 5th at the ballpark. Penrod commented on food vendors and that Jamie Simmons would provide DJ services for the event.
Wright updated council on the IHDA residential demolition grant status. Advertisement and bid packets would be put together within the next few weeks. Alderman Racey voiced concern on one of the properties being a safety hazard for youth.
Alderman Moore briefly discussed the fall fest parade, mentioning that a theme and grand marshal would need to be decided on.
Mayor Penrod said he attended an informational meeting held at V.H.S concerning a proposed small scale solar project to be located in the Industrial Park by BOW Renewables. Brief discussion was had.
Penrod said he reached out to IBEW concerning replacement of ballpark lights. They would not be able to assist. Penrod noted the re-establishment of a ballpark board was in the works.
Penrod said a successful safety walk-though took place at the asphalt plant including both fire and police chief, city workers and officials.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Moore. Mayor Penrod declared the meeting adjourned at 7:42 p.m.
