Village of Diamond Village Board of Commission met July 9.

Here are the minutes provided by the commission:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 9th day of July 2024.

The scheduled meeting of the Diamond Village Board was held on Tuesday, July 9, 2024, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present Dean Johnson. and Jeff Kasher. Absent: Mark Adair and Dave Warner.

Approval of 6-25-2024 Minutes

Mayor Kernc presented the minutes. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the 6-25-2024 meeting minutes and place on file. All Ayes: Motion Carried.

Approval of July 9, 2024, Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve the July 9, 2024, bill list and place it on file. All Ayes: Motion Carried.

Approve June 2024 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve June 2024 Treasurer's Report. All Ayes: Motion Carried.

New Business

Approve D Construction Lowest Responsible Bid for Watermain

Village Engineer Mike Perry stated D Construction submitted the lowest bid in the amount of $275,630.00. This is for the water main for Will Road Alley and Division St. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to Award D Construction as the Lowest Responsible Bid for the Watermain in the amount of $275,630.00. All Ayes: Motion Carried.

Approve Connelly Lowest Responsible Bid for Watermain

Village Engineer Mike Perry stated this bid is for the water main work at various locations i.e. School St., Border St. and additional areas. The lowest bid received was from Connelly in the amount of $448,055.00. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to Award Connelly as the Lowest Responsible Bid for Watermain at Various Locations in the amount of $448,055.00. All Ayes: Motion Carried.

Approve Resolution #2024-09; Authorizing Signature Authority for Community Project Funding (EPA Grant)

Mayor Kernc stated this resolution is for the Will County portion of the EPA grant. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to Approve Resolution #2024-09; Authorizing Signature Authority for Community Project Funding (EPA Grant)-watermain improvement. All Ayes: Motion Carried.

Update STP Will Road Update

Mayor Kernc stated the grant for the Will Road reconstruction project was approved by Will County Governmental League and CMAP. The village is programed for the 2028 year. Kernc hopes to get the project certified and potentially if another project falls off, Diamond could move up in their position for the project.

Resolution #2024-08; Supporting Dresden Clean Energy Center License Renewal Mayor Kernc stated Dresden is starting to apply for their license renewal and this resolution is in support for the renewal of their license. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to Approve Resolution #2024-08, Supporting Dresden Clean Energy Center License Renewal. All Ayes: Motion Carried.

Letter Supporting Dresden Clean Energy Center

Mayor Kernc stated upon approval, this authorizes Mayor Kernc to mail a letter of support for Dresden Clean Energy Center to the Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to Approve the Letter Supporting Dresden Clean Energy Center. All Ayes: Motion Carried.

Discuss “Back to School Bash” hosted by the Village of Coal City

Mayor Kernc stated she was contacted by Trustee Pam Noffsinger asking for the Village of Diamond to sponsor the event by either sponsoring the Krull Petting Zoo or giving a monetary donation. Kernc explained to Noffsinger that Diamond hosts a free fall fun fest each year in September and this year we have already booked Krull Petting Zoo for our fest. Kernc asked Noffsinger for information regarding the Back to School Bash which she would present to the Board of Commissioners. Commissioner Kasher stated this event is a duplicate of what we are already doing. We are spending money for our annual fall fun fest; therefore, he cannot support this event. Commissioner Johnson agreed.

CMAP FWD Testing and Coring Services

Mayor Kernc presented the testing and coring services offered by CMAP. This is a free service which entails testing areas throughout Diamond to determine what type of base exists under the asphalt. They would first complete a weight testing on the pavement then the second step would be taking core samples. By doing this testing and coring services, it would be merged with our current pavement management plan. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to Approve CMAP FWD Testing and Coring Services. All Ayes: Motion Carried.

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated there was nothing out of the ordinary to report.

Engineer Updates

Village Engineer Mike Perry discussed the bids which were received for the watermain. He stated Connelly was the 2nd lowest bidder for the watermain at Division St. Perry stated a submittal has been received for the grating over the culvert at Will Road and IL Route 113. They are getting closer to getting this completed. Commissioner Kasher inquired about Jewel and target opening date. Kernc stated there is a delay for them to receive their electrical panel. The current estimate will be at the beginning of November. Hero’s West has submitted their plans. They are under review. They hope to break ground in the next few months.

Public Works Department Updates

Public Works Temporary Supervisor Larry Grachan stated Wren Construction is currently working on the storm tile project. Perry spoke to Wren for a proposal to continue the project installing a 12- inch pipe to the south. Grachan stated the department is doing a lot of work throughout town with regards to restoration work. The soffits and gutters will be installed tomorrow on the village hall and the department needs to do some work for the installation of the can lights which will be installed.

Mayor Kernc

Mayor Kernc stated this is informational only. She presented a proposal from Meade Electric which will replace the existing traffic signal backplate at Berta Rd. and IL 113 with Retroreflective Backplates for added safety. These retroreflective plates will be installed at IL 113 and Will Road, so Kernc would like them installed at Berta Road and IL 113 for added safety. The cost is $4,739.99, however, IDOT is responsible for 50% of the cost.
