Coal City Community Unit School District #1 Board of Education met Sept. 4.

CALL TO ORDER

President Miller called the 2024 – 2025 public budget hearing to order at 6:00 p.m. with the board members answering roll call present: Dan Engelhardt, Shawn Hamilton, Quint Harmon, Cindy Klein, Steve Rogers, and Ken Miller. Also, in attendance were Superintendent Christopher Spencer, CSBO Jason Smith, Director of Curriculum & Instruction Jennifer Kenney, Administrative Assistant to Finance Leah Hajdu, and Secretary to the Board of Education LaWanda Gagliardo. Board Member Steve Rogers, and Community Relations Specialist Ann Gill were absent.

PLEDGE OF ALLEGIANCE

President Miller led the Board and others present in reciting the Pledge of Allegiance.

Honoring the Service of Board Member Mary Gill

Board President Miller read a statement on behalf of the Board of Education expressing their deepest sympathies for the Gill family on the loss of Board Secretary Mary Gill. Mr. Miller provided a summary of Mrs. Gill twenty-seven (27) years of service to the Board of Education, Coal City Community Unit School District 1, and the Coal City community. Mrs. Gill will be dearly missed.

Public Hearing on the 2024 – 2025 Budget

Board President Miller stated that the Board of Education approved a tentative Budget on Monday, July 1, 2024. A legal notice was published in the Coal City Courant newspaper on Wednesday, July 3, 2024. The tentative budget was on display for public inspection and as of that meeting, no one had requested to review or copy the proposed budgeted documents. President Miller asked if there were any further questions. Hearing none, President Miller considered the public hearing on the 2023 - 2024 Budget adjourned.

After the public hearing meeting, President Miller called the public meeting to order at 6:03 p.m. with the board members answering roll call present: Dan Engelhardt, Shawn Hamilton, Quint Harmon, Cindy Klein, and Ken Miller. Also in attendance were Superintendent Christopher Spencer, CSBO Jason Smith, Director of Curriculum and Instruction Jennifer Kenney, Director of Student Services Luke Krippel, Board Secretary LaWanda Gagliardo, and Administrative Assistant to Finance Leah Hajdu. Board member Steve Rogers and Community Relations Specialist Ann Gill were absent.

Ms. Wilson plans to return to work Tuesday, March 4, 2025.

• Sarah Cyrkiel – Math Teacher at the High – Mrs. Cyrkiel is requesting a thirty (30) day paid maternity leave, with use of accumulated sick leave in accordance with the Teacher’s Negotiated Agreement, from approximately Monday, February 24, 2025, through Monday, April 14, 2025. Mrs. Cyrkiel is also requesting a twenty-nine (29) day unpaid FMLA leave from Tuesday, April 15, 2025, through Wednesday, May 28, 2025, which is the conclusion of the 24 – 25 school year. Mrs. Cyrkiel plans to return to work for the 25 – 26 school.

• Tricia Smith – full-time 1:1 Aide at the Elementary School – Mrs. Smith is requesting a one (1) week of unpaid time, in accordance with the support staff handbook with use of accumulated sick days from approximately Monday, September 3, 2024, through Friday, September 6, 2024. Mrs. Smith plans to return to work, Monday, September 9, 2024.

● August has been a whirlwind of excitement and new beginnings as we kicked off the school year with enthusiasm and energy! August 14th: We marked the first day of school with a buzz of anticipation and a sense of renewal. Students and teachers alike were ready to embark on a new academic journey, filled with opportunities and fresh starts. The hallways were abuzz with eager faces, and the classrooms quickly filled with the sounds of learning and laughter.

● August 28th: The big day arrived for our kindergarteners! It was heartwarming to see our youngest learners stepping into their classrooms for the very first time. With wide eyes and excited smiles, they began their educational adventure, making new friends and discovering the joy of learning. Their first day was filled with fun activities and warm welcomes, setting a positive tone for their entire school year.

● Coaler Fridays: These special days have become a highlight of the month. Coaler Fridays have provided a fantastic way for students and staff to connect and celebrate the start of the school year and what it means to be a Coaler! The energy and spirit on these days have been contagious, creating a vibrant and inclusive atmosphere throughout the school.

● Overall, August has been an amazing start to the school year. From the excitement of the first day to the successful joining of our kindergarten class and the joy of Coaler Fridays, the month has been filled with memorable moments and positive experiences. Here’s to continuing this momentum and making the rest of the school year just as fantastic!

Recognition:

● A special thank you goes out to our new teachers—Mrs. Schoonover, Mr. Kinder, and Mrs. Mutz (OT). Transitioning to a new school can be both exciting and challenging, and they have all made a seamless and positive impact on our school community. Their willingness to jump in with both feet, adapt to our unique environment, and bring their own fresh perspectives has been invaluable. The way they have embraced our culture and connected with our students is nothing short of extraordinary.

● I wanted to take a moment to extend my heartfelt thanks for the incredible way, Mrs. Pendergast has stepped into the new role as Assistant Principal. Her transition into this position has been nothing short of impressive, and her ability to take charge and tackle any challenge that comes her way has been truly commendable. I am so fortunate to have her as part of our team. Rebecca’s contributions are greatly appreciated, and I am confident that her leadership will continue to inspire and support our school in countless ways.

● September we will be recognizing Childhood Cancer Awareness with some fun activities such as a Penny War and spirit days.

● Thanks to the teachers and staff for helping to make the transition back to school a smooth and enjoyable experience.

Previous Month in Review:

• We had a huge turnout for our 4th grade and new student orientation on August 5th. Everyone appeared excited, and it was wonderful to see so many smiling faces. New families were given a private tour of the building that morning.

• Our Back to School Night on August 13th went very well. Students were able to meet their teacher, bring their school supplies, and decorate their locker if they chose. The Coal City Public Library set up a table, which almost everyone stopped at since they were giving out candy and other prizes.

• CCIS created a Welcome Back to School Video for students which we showed at an assembly on the first day of school (August 14). Nikki Boresi and Amy Gaffigan planned and produced the video, and every staff member is in the video.

• CCIS Staff also performed 5 Olympic team events for the students during our assembly on the first day of school. Our 5th Grade Team won the gold medal, the 4th Grade Team won the silver medal, and the Support Staff/Specials Team won the bronze medal.

• During the first full week of school, students rotated through 4 different common area stations (cafeteria, hallway, assemblies and bathroom) where we shared our behavioral expectations with them along with our reward and consequence system. We also discussed our expectations for indoor and outdoor recess.

• On Friday, August 23rd the Varsity Football players greeted the CCIS students as they arrived at school.

• Beginning Band started on August 26th. We currently have 44 students in band. The full band meets every other day for 40 minutes. On September 10th band students will begin attending their small group sectional lesson once a week for 30 minutes.

• On Friday, August 30th the Varsity Volleyball players are scheduled to greet the CCIS students as they arrived at school.

• Our social worker, Grace Thelo, visited each homeroom to introduce herself and tell students she is here to support their social/emotional needs.

• Tracy Schmitz and Sarah Veronda have spent the last two weeks screening students in reading & math so they can be properly placed into intervention groups, as needed. They have also been very helpful in gathering intervention materials for all of the CCIS teachers.

• We are off to a wonderful start this school year. The students are smiling. The parents are being supportive. The teachers are working very hard and have done a fantastic job getting to know their students. We have already completed 4 safety drills.

Staff Recognition:

• I want to recognize and thank Nikki Boresi and Amy Gaffigan for producing our Back-to-School Video.

• I want to recognize and thank Ali Scrogham, Lisa Johnson, and Grace Thelo for helping me with our student expectation stations.

• I want to thank the entire CCIS staff for being “good sports” by participating in the CCIS Back to School Video.

• I want to recognize and thank the custodians, Tommy, Reilly and Jannell, for all the additional summer work they completed, removing the old furniture and student desks to make room for the new furniture and desks.

high school. The following day was walk your schedule day that gave all students and families the opportunity to walk their schedule, put things in their locker and pick up a few free school supplies.

➔ The high school welcomed students back to CCHS with our annual back to school assembly where teachers were recognized, new staff was introduced, and students were led by the band in the singing of the fight song. It is the perfect way to start off the school year.

➔ The school’s “Club Coaler” was a success. Students were able to get in early before school to meet with clubs and organizations they might be interested in getting involved with. In total, 23 clubs participated.

F. STUDENT SERVICES REPORT

Director Krippel reported:

Move-In Special Needs Students

Our district has added 23 new students who require special education services by moving into the Coal City District. This number is higher compared to the previous school year as 5 new students were added at the beginning of the 23-24 school year. However, 20 were added prior to the 22-23 school year. Our district continues to see an increase in students moving to the district with limited English language skills. Final numbers are being gathered by the student services team based on screening results.

PFA Grant

The Illinois State Board of Education allowed districts to submit requests for proposals at the end of the 23-24 school year for additional funding through the Preschool for All (PFA) grant. The district recently received a tentative approval letter which indicated that additional funding is likely coming to the district. Details are unknown at this time; however, I will keep the board informed as more

information is received.

G. CURRICULUM REPORT

Director Kenney reported:

Professional Development:

Our first semester of professional development will see several outside presenters that have been obtained through grant funding through the ROE. Our sessions will focus hot topics in education. The sessions include:

● The Illinois Literacy Plan Alignment

● AI in the Classroom - a beginner and advanced training

● New Teacher Evaluations

● New Resource Training for SS

● Making Connections Before Curriculum

● Engagement in Any Setting

● Fastbridge Training (our new progress monitoring system)

● Self-Awareness for Teacher Wellness

● PreK on My Way Training (new PreK curriculum and resources)

● ELL for Teachers

● The Art of Education

● ACT Prep for Math Teachers

● Aide Training

● District Improvement Team Planning

Assessment System

This year we will begin the transition from SchoolNet to Mastery Manager. These programs are the housing program for all common assessments, student growth assessments, and data collection. We will have a formal training for our Department Leaders on September 5th. They will have an additional full-day training prior to 2nd semester in order to be able to train their department on the use of the system. This system is teacher-friendly and allows teachers to access data reports and student growth easily. The test creation portion will be valuable to our teachers due to its ease of use and reporting systems. We look forward to full implementation next year after training our staff during the 2024-2025 school year.

Teacher Evaluations

With the change to teacher evaluations in the state of Illinois, we see a large number of teachers being evaluated this year. They will not receive another full evaluation for three years, a change from every other year evaluations that was the prior state policy. Teachers were placed into three groups that will help us identify their timeline for informal and formal evaluations. New teachers with an excellent rating for consecutive years can reach tenure quicker than the previous 4-year mark.

H. SUPERINTENDENT’S REPORT

Superintendent Spencer reported:

1. Student Teachers

• Brianne Clavenna a student from Illinois State University will student teach with 1st grade teacher, Tiffany Stewart at the Early Childhood Center for the fall semester.

• Elena Ray a student from Olivet Nazarene University will student teach with kindergarten teacher, Aimee Wren at the Early Childhood Center for the fall semester.

2. FOIA Requests

A FOIA request was received from Lydia Simrayh from Indiana, Illinois, Iowa Foundation for Fair Contracting, requesting information regarding the Middle School Concessions Building & Storage Building.

I. GRUNDY AREA VOCATIONAL CENTER REPORT

Mr. Engelhardt reported:

1. The GAVC Board of Control held the annual Budget Hearing.

2. Approved the Minutes of the June 26, 2024, Board of Control Meeting.

3. Approved the bills, payroll, and financial reports.

4. A representative from Mack and Associates presented the FY24 audit.

5. Assistant Director Gierke updated the Board of Control on the two days of Teacher Institute.

6. Assistant Director Gierke informed the Board what days each School District started at GAVC.

7. Assistant Director Gierke provided the Board of Control with an update on the student registration process.

8. Assistant Director Gierke informed the Board that due to low numbers the Applied Engineering Technology Program through JJC was not able to run this year.

9. Director Copes updated the Board of Control on the September calendar.

10. Director Copes updated the Board of Control with current enrollment numbers.

11. Director Copes provided the Board an update on summer work projects.

12. Director Copes updated the Board of Control on additional CTEI allocations to GAVC.

13. Director Copes discussed the addition of a Work-based Learning Coordinator position.

14. Director Copes provided the Board of Control with an update on the 10-year Health Life Safety.

Aug. 19 Boys & Girls Golf started their seasons

Aug. 23 Meet the Coalers Community Night - CCHS Stadium

This event was well attended. All varsity teams were announced along with senior marching band and color guard members. All levels of soccer and all levels of football scrimmaged.

Aug. 26 Boys soccer team defeated Grant Park 8-1 for first win on the new turfed stadium field.

Aug. 26 Girls volleyball opened their season at home vs. Prairie Central.

Aug. 28 Girls tennis hosted BBCHS in their home opener on the new tennis courts.

Aug. 30 Football opens their season at Morris.

OLD BUSINESS

A. DISCUSSION/ACTION ON ADOPTING THE 2024 – 2025 OPERATING BUGET

The final budgeted document included the Certificate of Working Budget and the Certification of Revenues, both were reviewed. As a result of the Budget Hearing earlier in the evening, the Board formally adopted the district’s operating budget for 2024 - 2025. The resolution below was read during the meeting, as well as a signed copy kept on file.

Mr. Hamilton moved and Mr. Harmon seconded to approve the following resolution to adopt the 2024 - 2025 Operating Budget:

WHEREAS, The Board of Education of Coal City Community Unit School District #1, County of Grundy/Will, State of Illinois, caused to be prepared in tentative form a budget, and the Secretary of this Board has made the same conveniently available to public inspection for at least thirty days prior to final action thereon;

AND WHEREAS, A public hearing was held as to such budget on the 4th day of September 2024, notice of said hearing was given at least thirty days prior thereto as required by law, and all other legal requirements have been complied with;

NOW, THEREFORE, Be it resolved by the Board of Education of said district as follows:

Section 1: That the fiscal year of this School District be and the same hereby is fixed and declared to be beginning July 1, 2024, and ending June 30, 2025.

Section 2: That the following budget containing an estimate of amounts available in each Fund, separately, and of expenditures from each be and the same is hereby adopted as the budget of this school district for said fiscal year.

B. DISCUSSION ON FY24 FINANCIAL AUDIT

Lori Pope, a representative from Mack & Associates was in attendance and presented the 2024 financial audit findings. Mrs. Pope issued a clean unmodified audit for the District. Mrs. Pope thanked CSBO Jason Smith and his team for all their assistance in obtaining information to complete the audit and do their job effectively. Mrs. Pope also mentioned that the controls are adequate and there were no findings in segregation of duties. She continued and provided the Board with a summary of the audit and offered an opportunity for the Board to ask questions. The Board thanked Mrs. Pope, Mack & Associates, Mr. Smith and his team for the completion of the audit.

C. DISCUSSION ON FACILITIES IMPROVEMENT PLAN

Superintendent Christopher Spencer provided the Board with an update on the facilities improvement plan. The pouring of the concrete to make the curves for the softball and baseball fields will take and the turf is being delivered next week. There will be more to come on the Facilities Improvement Plan at the next Board Meeting.

D. SECOND READING ON REVISED DISTRICT POLICIES

The following district policies were revised and submitted for review. The first reading took place on August 28; this was the second reading. The Board Policy Committee will meet soon to discuss the following revised district policies.

E. DISCUSSION ON STUDENT TRANSPORTATION

At the August 28 Board Study Session of the Whole Meeting Superintendent Christopher Spencer provided the Board with an update on the contract negotiations of Illinois Central Bus Company and Teamsters Local 179. Mr. Spencer discussed the status of their negotiations. Last Wednesday, IL Central School Bus Company met with Local 179 and they’re not meeting again until September 13, and the extension ends on September 15. At the August 28 Board Study Session of the Whole Meeting, the Board asked Mr. Spencer to draft a letter with the input from the surrounding districts that IL Central provides a transportation service to express the Board’s concerns about the delayed negotiations.

NEW BUSINESS

A. DISCUSSION/ACTION ON HIGH SCHOOL STUDENTS’ PARTICIPATION IN THE ALL STATE PRODUCTION

Coal City high school senior, Mason Natyshok, and junior Sam Vota earned spots in the All-State Production. Principal Art Stafford recommended assisting Mason and Sam with the All-State Production fees. The Board has a past practice of contributing $250 per student to help defray costs of these types of school related activities.

Mr. Engelhardt moved and Mrs. Klein seconded to approve the contribution of $250 for Mason Natyshok and Sam Vota to help defray the cost of participation in the All-State Production.
