Village of Diamond Village Board of Commission met Sept. 10.

Here are the minutes provided by the commission:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 10th day of September 2024.

The scheduled meeting of the Diamond Village Board was held on Tuesday, September 10, 2024, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present Mark Adair, Jeff Kasher and Dave Warner. Absent: Dean Johnson

Approval of 8-27-2024 Minutes

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the 8-27-2024 meeting minutes and place on file. All Ayes: Motion Carried.

Approval of September 10, Bill List and Additional Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the September 10, 2024, bill list and additional bill list and place it on file. All Ayes: Motion Carried.

Approval of the August 2024 Treasurer’s Report

MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to approve the August 2024 Treasurer's Report. All Ayes: Motion Carried.

Approve Ordinance #2024-13, Authorizing a Development Agreement with House Finch Solar, LLC

Approve CuttinEdge Landscape Proposal in the Amount of $7,513.00

Mayor Kernc stated this was for the work completed at the village hall. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve CuttinEdge Landscape Proposal in the amount of $7,513.00. All Ayes: Motion Carried.

Approve CuttinEdge Landscape Proposal in the Amount of $6,355.00

Mayor Kernc stated this is for the project at the Miner’s Memorial. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to Approve CuttinEdge Landscape Proposal in the Amount of $6,355.00. All Ayes: Motion Carried.

275 E. Patmore St.-Sewer Credit-Leak in Crawl

Village Clerk Lori Holmes stated the homeowner had a leak in the crawl which did not enter the sewer system. Since it was ground water, she is requesting credit in the amount of $98.12. MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to approve a sewer credit in the amount of $98.12 for 2275 E. Patmore St. All Ayes: Motion Carried.

Discuss Increase in ADA Ramps/Concrete Costs for 2024 Street Maintenance Program Mayor Kernc stated there are 5-6 additional ADA ramps which need to be completed in Farmstone and Diamond Estates. Those ADA ramps are 15-20 years old and are not in compliance with today’s standards. We will be bringing them up to ADA compliance. Therefore, there will be an additional cost to the 2024 original maintenance program cost. Kernc wanted the board to be aware of this.

Engineer Updates

Public Works Department Updates

Public Works Supervisor Jim Dunning stated Acosta Fence is completing the installation at the plant. Resident at 305 N Will Road would like to change his water line to tie into the line off Stellon and Will Road. His current line runs underneath the parking lot of CR Transport, and he wants to eliminate that in case of a leak. He would be liable for cutting through the parking lot and then repairing it. With the change of ownership, he would like to tie to another location. A consensus was given he could do so; however, he would incur the costs of closing the old tap and the cost of connecting to the new. Dunning continued to inform the board that the sandblasting is almost completed, and the new meters arrived at the sewer plant.

Clerk Updates

Village Clerk Lori Holmes stated a resident was asking for credit due to our public works utilizing water from her outside faucet for concrete work they were doing near her home on Heritage Dr. Holmes asked Dunning the amount of water which they used from her home. Dunning stated they used 2-5 gallons of water. After discussion, the decision was made to credit the resident $5.00 off her bill.

Commissioner Kasher stated he noticed standing water on the new multi-use path on Route 113. There was standing water at 2 different locations. Mayor Kernc stated she did notice that along with another section which had standing water on it. Kernc will contact Village Engineer Mike Perry to get it rectified.
