Village of Diamond Village Board of Commission met Sept. 24.

Here are the minutes provided by the commission:

Proceedings, transactions, and resolutions made and order of said record of said Board in the Village of Diamond, IL on the 24th day of September 2024.

The scheduled meeting of the Diamond Village Board was held on Tuesday, September 24, 2024, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present Mark Adair and Dave Warner. Absent: Dean Johnson and Jeff Kasher

Approval of 9-10-2024 Minutes

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to approve the 9-10-2024 meeting minutes and place on file. All Ayes: Motion Carried.

Approval of September 24, Bill List

MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to approve September 24, 2024, bill list and place it on file. All Ayes: Motion Carried.

New Business

Approve Ordinance #2024-13, Authorizing a Development Agreement with House Finch Solar, LLC

Mayor Kernc stated this will be located off IL Route 113 adjacent to Jewel/Osco. It will be set back off Il Route 113 and will be fenced. MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to Approve Ordinance #2024-13, Authorizing a Development Agreement with House Finch Solar LLC. All Ayes: Motion Carried.

Approve Commitment Letter with Green Heron Solar for Discount on Electricity Mayor Kernc stated this is a commitment letter to offer solar subscriptions to residents to save on their electricity bills. Residents who participate in the program can see 20% savings on their electricity bills through Green Heron and 10% from House Finch. MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to Approve Commitment Letter with Green Heron Solar for Discount on electricity. All Ayes: Motion Carried.

Approve Ordinance #2024-14, Increasing the Number of Class “B” Liquor Licenses for American Drug Stores LLC dba Osco Drug #3745

MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to Approve Ordinance #2024-14, Increasing the Number of Class “B” Liquor Licenses for American Drug Stores LLC dba Osco Drug #3745. All Ayes: Motion Carried.

Approve Amendment to Resolution #2024-04, Authorizing a Moratorium on Commercial Solar Energy Systems and Wind Energy Systems

Village Attorney John Gallo stated this amendment extends the moratorium for 6 additional months. This gives Teska time to revise/amend the village’s comprehensive plan’s zoning code. MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to Approve Amendment to Resolution #2024-04, Authorizing a Moratorium on Commercial Solar Energy Systems and Wind Energy Systems. All Ayes: Motion Carried.

Approve Lowest Bid for Public Works Building

Mayor Kernc requests to have Chamlin and Association to place this out for rebid. Kernc stated she spoke to Commissioner Kasher and the dimensions which were presented in the original bid packet were not the correct size. Village Engineer Mike Perry stated Morton Buildings bid was rejected due to an error in their bid. Kernc feels to be fair, place this out to re-bid. Kernc proceeded to describe what the dimensions for the building, size of overhead doors, windows etc. Perry stated the size of the doors from the original bid process is significant enough to place it out to re-bid instead of awarding the lowest bid then negotiating the changes needed. By rebidding, it will give a more concise accurate bid. MOTION was made by Commissioner Adair, SECOND by Commissioner Warner to reject all bids for the Public Works Building and request Chamlin and Associates to place it out for re-bid based on the information discussed. All Ayes: Motion Carried.

Approve Gene Wren Construction Proposal for Blower Installation in the Amount of $24,000.00

Mayor Kernc stated a consensus was received and formal approval is required. MOTION was made by Commissioner Warner, SECOND by Commissioner Adair to Approve Gene Wren Construction Proposal for Blower Installation in the amount of $24,000.00. All Ayes: Motion Carried.

Old Business

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated nothing out of the ordinary. Commissioner Adair inquired if Kernc received reports from Grundy. Kernc stated she does however does not print them out due the confidential detailed information she receives. Village Clerk Lori Holmes stated there are 2 incidents which we are aware of in which a brick was thrown through the window/doors of 2 commercial businesses in Diamond.

Engineer Updates

Village Engineer Mike Perry stated there are numerous punch lists still being completed. The parkway at the Jewel-Osco building is on hold. There are street maintenance items still being addressed, which one is the water pooling on several areas on the multiuse 6’ sidewalks. Adair stated he is very disappointed with the work done by P.T. Ferro. Perry stated Engineer Dan Draper has reached out to P.T Ferro regarding the issues. Mayor Kernc sent out an email to Perry, Dan Farrell and Draper that she will not sign off on any pay releases to P.T. Ferro until they fixed the areas which are holding water.

Public Works Department Updates

Public Works Supervisor Jim Dunning presented a picture of the bolt which is in the cooling system of the dump truck. Mayor Kernc would like all the money refunded which has been spent on the truck due to this issue. The Scada system is down once again. Commissioner Warner recommends purchasing a used/refurbished computer until the new system is installed. Dunning stated the new storm drainage system which was installed is working nicely. Warner will go to the plant to look at the computers which are not working to determine the memory capacity needed. Kernc was concerned that the overtime was due to the computers not sending alarms. Dunning stated the overtime was due to the McGinty lift station due to part of the automatic switch station breaking. They are not sure if they can order another one, however, it is now programed to run automatically. It is for the back-up flow system. Kernc asked Perry about a plan to the lift station to install an additional secondary force main. This will increase capacity. Perry will discuss this with Warner so the work can be completed next spring.

Kernc stated Jewel is anticipating 20,000 trips per week. (vehicles entering the parking lot). They believe that their grand opening day will break all records.
