City of Highland City Council met Dec. 18.

Here are the minutes provided by the council:

Mayor Kevin Hemann called the Regular Session to order at 6:30pm at the Highland Area Senior Center. Council members Sloan, Frey, and Napper were present. Councilwoman Bellm was absent. Others in attendance were City Attorney Kathryn Warren, Directors Cook and Ohren, Lt. Feeney, Zoning & Code Officer Hanna, Manager Pinsker, Coordinator Hubbard, Fire Chief Straub, Deputy City Clerks Hediger and Flake, City Clerk Bellm, and 9 citizens.

MINUTES

Councilman Frey made a motion to approve the minutes of the November 04, 2024 Regular Session as attached. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried.

PUBLIC HEARING

Mayor Hemann opened the public hearing to receive comments from the public regarding the proposed Annexation Agreement between the City of Highland and Dr. William K. Drake on behalf of Grandview Farm Limited Partnership concerning property proposed to be annexed, located south of Highland Road and west of Illinois State Route 160 at 6:31pm. With no one coming forward to speak, Mayor Hemann closed the hearing.

NEW BUSINESS

Change the Location of the City Council meetings to City Hall, Located at 1115 Broadway, Beginning in December 2024 - Councilwoman Sloan made a motion to approve the change of location of the city council meetings to City Hall, located at 1115 Broadway, beginning in December 2024 as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried.

Bill #24-111/ORDINANCE Authorizing the Sale of City Owned Surplus Real Estate to Family Bible Church Pursuant to Conditional Real Estate Sales Contract - Councilman Frey made a motion to approve Bill #24-111/Ordinance #3357 authorizing the sale of city-owned surplus real estate to Family Bible Church pursuant to conditional real estate sales contract as attached. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Mayor Hemann voted aye. Motion carried.

Bill #24-112/RESOLUTION Waiving Customary Bidding Procedures and Authorizing the Issuance of a Purchase Order to New-Hart Services, Inc. for Painting of Westside Substation Breaker - Councilwoman Sloan made a motion to approve Bill #24-112/Resolution #24-11-3140 waiving customary bidding procedures and authorizing the issuance of a purchase order to New-Hart Services, Inc. for painting of Westside Substation breakers as attached. Motion seconded by Councilman Napper. Director Dan Cook explained that rather than replacing the breakers, this company will sand the housings and apply a three-coat process. The breakers were tested and the operational portion is in great shape, this is a good way to extend the life of our resources. Councilwoman Sloan noted the amount for this proposal is $36,175.00 Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Mayor Hemann voted aye. Motion carried.

Bill #24-113/RESOLUTION Making Separate Statement of Findings of Fact in Connection With Ordinance Granting Special Use Permit for a Short-Term Rental in the C-2 Zoning District at 405 Walnut Street, PIN 02-2-18-32-19-401-003 - Councilman Frey made a motion to approve Bill #24-113/ Resolution #24-11-3141 making a Separate Statement of Findings of Fact in connection with the ordinance granting Special Use Permit for a Short-Term Rental in the C-2 Zoning District at 405 Walnut Street, PIN 02-2-18-32-19-401-003 as attached. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried.

Bill #24-114/ORDINANCE Granting a Special Use Permit to David and Meghan Ziegler, For a Short-Term Rental Within the C-2 Zoning District at 405 Walnut St.- Councilwoman Sloan made a motion to approve Bill #24-114/Ordinance #3358 granting a Special Use Permit to David and Meghan Ziegler, for a Short-Term Rental within the C-2 Zoning District at 405 Walnut St. as attached. Motion seconded by Councilman Napper. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried.

Bill #24-115/RESOLUTION Approving Annexation Agreement with Dr. William K. Drake, On Behalf of Grandview Farm Limited Partnership – Councilman Frey made a motion to approve Bill #24- 115/Resolution #24-11-3142 approving annexation agreement with Dr. William K. Drake, on behalf of Grandview Farm Limited Partnership as attached. Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Mayor Hemann voted aye. Motion carried.

Bill #24-116/ORDINANCE Annexing Certain Territory to the City of Highland, Owned by Dr. William K. Drake, On Behalf of Grandview Farm Limited Partnership, Specifically: PIN 01-1-24-06- 00-000-027.001, and PIN 01-1-24-06-00-000-026 - Councilwoman Sloan made a motion to approve Bill #24-116/Ordinance #3359 annexing certain territory to the City of Highland, owned by Dr. William K. Drake, on behalf of Grandview Farm Limited Partnership, specifically: PIN 01-1-24-06-00-000-027.001 and PIN 01-1-24-06-00-000-026 as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried.

Bill #24-117/ORDINANCE Approving Real Estate Rezoning for Property Located at PIN 01-1- 24-06-00-000-027.001 from R-1-C Single-Family Residential to “I” Industrial – Councilman Frey made a motion to approve Bill #24-117/Ordinance #3360 approving real estate rezoning for property located at PIN 01-1-24-06-00-000-027.001 from R-1-C Single-Family Residential to “I” Industrial as attached. Motion seconded by Councilman Napper. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried.

Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried.

Motion seconded by Councilwoman Sloan. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried.

Councilwoman Sloan made a motion to adjourn. Motion seconded by Councilman Napper. Roll Call Vote: Councilmembers Sloan, Frey, and Napper voted aye, none nay. Motion carried. Meeting adjourned at 6:46pm.
