Ryan Hansen from Chamlin and Associates gave an overview of Phase 1 of the Grundy County Transit Center project and answered questions.

Amanda Olvera asked to committee for approval to send Phase 1 of the Grundy County Transit Center Pre-Bid Concurrence to IDOT.

XIII. Highway New Business 

A. Variance Granting Relief of Highway Access Regulation - Paul Hatcher - Old Stage Road 

1. Motion to Table

Paul Hatcher was at the meeting and went over his reasons for wanting to have 2 more entrances for his property. He would like one entrance to the east of his property to make it easier for a veterinarian to access his property to get to his horses. He would like the other entrance to be further west of the previous entrance to make it easier to access his hay shed. His property currently has 3 entrances already. Eric Gibson and Mary Kucharz went over the current Highway Access Regulation. The committee decided to look more into the property and table this request until the next meeting.

B. Variance Granting Relief of Highway Access Regulation - David Kurtz - O'Brien Road 

1. Ordinance Granting Variance to the Grundy County Highway Access Regulation - O'Brien Rd- David Kurtz

Per Eric Gibson, this Variance is different in nature then the previous one. In this case, David Kurtz purchased a 5 acre parcel and needs the Variance to put in an entrance to be able to build on and access his property. The committee voted to approve this Variance to go to the full Board in December.

C. Recommend Lowest Qualified Bidder for 2025 Grundy County Bulk Fuel 

1. Resolution Recommending Lowest Qualified Bidder

Per Eric Gibson, the bid opening was completed at 11:00am today. There were 5 bid packets pulled and 3 bids turned in for the opening. The companies were Al Warren Oil at $423,230.80, Arneson Oil at $308,441.20, and FS Grainco at $348,402.00. The winning bid was Arneson Oil and Eric Gibson asked the committee to approve the Resolution to go to full Board in December.

XIV. Highway Old Business 

A. Bridge Project Update 

Per Eric Gibson, the 2 outside bridges on Grand Ridge Road will be open starting tomorrow. The center bridge will be open in the next 3 to 4 weeks. The 2 outside bridges on Gardner Road are moving very fast and all 3 bridges should be open in about 3 weeks.

B. Resolution Approving 5 Year Road & Bridge Plan - 2025 to 2029 

1. Resolution

Eric Gibson asked the committee to approve for the Resolution Approving the 5 Year Plan to go to full Board. He said that nothing had changed from his first review at the last committee meeting.
