Illinois lawmakers convened the 104th General Assembly with inauguration ceremonies on January 8, following a four-day session described as a "Lame Duck" period. During this time, discussions centered around House Bill 5164, known as the "Name Change Bill," which passed in both the Senate and House of Representatives along partisan lines.

State Senator Sue Rezin voiced concerns that the session could have addressed financial struggles faced by Illinois residents. Instead, she noted that Governor Pritzker and his allies focused on measures perceived to prioritize noncitizens and criminals over residents.

House Bill 5164 aims to allow non-citizens to change their names through an expedited process after residing in Illinois for at least three months. Critics argue that individuals can claim eligibility without providing proof, potentially allowing illegal immigrants and criminals to exploit the system.

The bill also permits judges to seal name change records. Senator Rezin argues this creates a loophole undermining the legal process and potentially benefiting those with malicious intent. Opponents believe this measure exacerbates issues related to illegal immigration under Governor JB Pritzker’s administration, posing further risks to community safety.
