The City Council of the City of Vienna met in regular session, Wednesday, February 5, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the January 15, 2025 Meeting Minutes and the Warrant ($66,110.54). Alderman Pitts seconded the motion. All in favor, motion carried.
Shawnna Rhine, Southern Seven Health Department, was present to discuss the WOW Van, (Wellness On Wheels) Mobile Health Clinic Event scheduled for Wednesday, April 9th from 9:30- noon at the Vienna City Park and 1:00-3:00 p.m. at the Dollar General parking lot. Rhine mentioned free and charged services available. Rhine also informed city officials of free community trainings including Narcan Training and a Stop the bleed training.
Council reviewed quotes from USDI and SENSIT for the purchase of a gas sensor. Alderman Moore made a motion to Authorize and Approve quote from USDI in the amount of $2,624.85 (Gas Funds). The motion was seconded by Alderman Tuey. All in favor, motion carried.
Alderman Tuey made a motion to Authorize and Approve a quote submitted by Racey Repair in the amount of $850.00 (General Funds) for construction of a 4 ft. detention bench for the police department. Alderman Pitts seconded the motion. The vote was as follows: Hill-yes, Moore-yes, Elliott-yes, Pitts-yes, Racey-abstain, Tuey-yes. Motion carried.
Alderman Racey made a motion to Authorize and Approve Police Department training course: Criminal Investigations using Cellular Technologies from March 10-14, 2025. Course cost $1,000.00, plus lodging and meals for officer Gulley. (General Funds) Alderman Elliott seconded the motion. All in favor, motion carried.
Mayor Penrod discussed water and sewer rate increases with council to cover increasing maintenance and operation costs of both systems. The city's last rate increase was in 2022. Council discussed increasing both flat rates and overage of each water/sewer charge by $1.00. Council would discuss and review proposed ordinances at the next scheduled meeting.
PUBLIC COMMENT
Jennifer Jacobsen thanked the police department for their work in the community and mentioned fundraiser/raffle ideas to help support the department.
ELECTED/APPOINTED OFFICIALS
Chief Miller reported recent vandalism to grounds at the city police shooting range. Miller said the responsible individual would be charged for damages. Miller also gave an update on police department renovations.
Mayor Penrod said Arrowleaf was hosting a meeting for public input on opening a non-profit grocery store. The meeting would take place on Wednesday, February 12 at 4:00 p.m. at Clyffe Café.
Penrod mentioned several organizations/individuals interested in seeking TIF Funds from the city for property development. In regards to larger development projects, Penrod discussed the need to extend the city's TIF District which expires in 2031. Council was in general consent to start the process. Penrod briefly discussed a dilapidated building on the northeast side of the square.
Penrod said two homes were completed concerning the residential demolition grant progress.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod declared the meeting adjourned at 8:05 p.m.
