The City Council of the City of Vienna met in regular session, Wednesday, February 19, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the February 5, 2025 Meeting Minutes, Warrant ($21,952.37), and January Treasurer's Report. Alderman Hill seconded the motion. All in favor, motion carried.
Alderman Tuey made a motion to Authorize and Approve quote# Q13318 from C&C Pumps & Supply for Raw Water Pump Repair including freight- $11,000 (TIF Funds). Alderman Pitts seconded the motion. All in favor, motion carried.
Mayor and council discussed water/sewer rate increases per tentative ordinances 25-01 and 25-02 which reflected a $1.00 increase to rates. Penrod proposed a $1.50 increase on the flat rate and overage rate to better fund operation and maintenance costs without having to increase rates for a couple years. Council was in general consent. Final ordinances would be placed on the next scheduled agenda for action.

Wright said the city's contract with Clearwave internet/phone service would end in May and that Admin. assistant, Harris was obtaining internet quotes for city hall, police and fire departments for comparison.
Mayor Penrod discussed the extension process of the TIF 1 District. Taxing bodies had verbally agreed to support the extension and would provide the city with letters of support and resolutions. The city would pass a resolution for the extension before sending all paperwork to the state.
Penrod updated council on attending Arrowleaf's public meeting concerning a non-profit grocery store. Penrod also said the Vienna Fall Festival date was scheduled for Saturday, October 4th. The festival would be a one-day event following the annual parade.
Penrod review Johnson County parking lot courthouse plans. Council briefly discussed parking concerns on West Vine Street that may be addressed after the county project is completed.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod declared the meeting adjourned at 7:20 p.m.
