Village of Diamond Village Board met March 11.

Proceedings, transactions, resolutions made and order of said record of said Board in the Village of Diamond, IL on the 11th day of March 2025.

The scheduled meeting of the Diamond Village Board was held on Tuesday, March 11, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Dean Johnson, Jeff Kasher and Dave Warner- arrived at 6:18 p.m. Absent: Mark Adair

Approval of 02-25-2025 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the 02-25-2025 meeting minutes and place it on file. All Ayes: Motion Carried.

Approval of March 11, 2025, Bill List

MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve March 11, 2025, bill list and place it on file. All Ayes: Motion Carried.

Approval of the February 2025 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the February 2025 Treasurer’s Report and place it on file. All Ayes: Motion Carried

New Business

160 S. Will Road

Mayor Kernc welcomed Ron Henke to the meeting. Henke has been having issues with drainage from another property which is encroaching into his property. Kernc spoke with Henke on the phone. Village Engineer Mike Perry went to the property to inspect the property to determine what could be the issue. A ditch was filled in along with an issue with a broken tile. There was a swale which allowed water to flow off the neighboring property. Sometime over the years, the property owner filled in the swale and installed a tile and left a portion of the tile open. When construction was being completed for the watermain project, someone asked for the dirt and filled in the open hole. Henke stated he contacted D Construction and Andy from “D” came out 2 days in a row to look at the water issue for Henke and had the water pumped out. Henke wanted to acknowledge the quick response from Andy of D Construction. After further discussion, the decision was made that Kernc will contact the property owner regarding fixing the swale and tile and Perry will contact D Construction to open the ditch back up. Henke was appreciative for the help in this matter.

Approve Pay Request No. 1-MJ Electric, LS/WWTP SCADA Improvements Mayor Kernc stated we do not have the invoice to present, however, this is for the approximately $70,000.00 from ARPA which Kernc must present by the 14th to Will County to receive the funds. Kernc asked Perry if he had the paperwork, which he did not. Kernc needs a consensus to execute this when received due to the deadline which must be met. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to Approve Pay Request No 1-MJ Electric, LS/WWTP SCADA Improvements. All Ayes: Motion Carried.

Public Works Department Updates

Public Works Supervisor Jim Dunning stated the Public Works building pad is completed and the piers are being installed. The builder stated the construction should start in 2 weeks. The PW Department are building two temporary access roads to the site. Digging up the main on the west side of the village hall to cap that off from the main water project from last year. A storm tile project is scheduled on Stellon St. and until that is completed, Dunning stated he does not want to proceed with the various concrete projects since it would be needed after this project as well. Kernc stated, since we must use the RBI funds, which must be committed and approved by June 30, 2025, the street maintenance work which is slated to be done is a big push to get completed. Dunning has reached out to Wren Construction to request a proposal for this project. Last year’s storm water project was successful and saw the results after all the rain which the village received this past month.

Commissioner Johnson inquired if the village would need another traffic study due to the opening of Jewel and the addition of other businesses coming to Diamond. Kernc stated it would not be necessary. We can use phone data from TBS and Jewel which is able to track the amount of traffic coming into Jewel.

Commissioner Warner

Commissioner Warner stated Operations Mike Jenke brought Warner 2 of the computers from the water plant which do not work. Warner was able to determine the corrosion was due to the environment at the plant. He stated economically, we should replace the P.C.’s when needed for $100- 200. Most of the information is cloud-based so we do not need an expensive PC.
