City of Vienna City Council met March 19.

The City Council of the City of Vienna met in regular session, Wednesday, March 19, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the March 5, 2025 Meeting Minutes, February Treasurer Report and the Warrant ($22,312.92). Alderman Moore seconded the motion. All in favor, motion carried.

Jennifer Jacobsen was present to discuss event details/requests for the upcoming Junque Jamboree, April 26th. Jacobsen also requested approval for the fall date event of September 20, 2025. Council was in consent.

Chris Bent was present to discuss and review his TIF Application with city officials for S.I Auto & Tire, LLC to be developed at 99 Redbud Drive. The new facility will include a four-bay garage, quick lube facility, office/showroom space, and storage for new tires, tools, and parts. Bent and city officials reviewed project costs estimated at $521,300.00. Bent was requesting 100% of TIF eligible costs, estimated at $41,900.00. Council discussed and was in agreement for the city to offer the full requested TIF assistance.

Alderman Tuey made a motion to Authorize and Approve Resolution 25-02, A Resolution Authorizing an Agreement with S.I. Auto & Tire, LLC for Redevelopment of Property Utilizing Tax Increment Financing Located at Redbud Drive in the City of Vienna, IL. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Moore made a motion Authorize and Approve a TIF Development Agreement between the City of Vienna, IL and S.I. Auto & Tire, LLC, 99 Redbud Drive. This includes a one-time cost reimbursement grant payment equal to 100% of the total eligible redevelopment project up to a maximum amount of $41,900.00. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve a quote for Flock Safety System Including eight cameras, poles, and software subscription. Year one cost-$26,050.00 (General Funds). Alderman Tuey seconded the motion. All in favor motion carried. Chief Miler noted the city would be reimbursed for the software subscription through VHS.

Alderman Racey made a motion to Authorize and Approve a quote for Lexis Nexis, Accurint Virtual Crime Center software subscription for a 3-year contract. Year one-$6,400.00 (General Funds). Alderman Hil seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve to close out the city's safety deposit box at Banterra Bank. Alderman Tuey seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

None

ELECTED/APPOINTED OFFICIALS

Clerk Wright announced the spring city cleanup Monday, April 28th. Wright said the city would collect e-waste by residents scheduling pickup, noting the flyer listed what could/could not be picked up.

City Supt Hartline said police department renovations were almost completed.

Alderman Tuey reviewed a quote for the city's fireworks display from American Patriot Pyro, Inc for $13, 735.26. Council discussed a show date of Thursday, July 3rd and rain date-Saturday, July 5th. The quote would be placed on the next meeting agenda.

Alderman Pitts voiced concern of traffic coming off the square from North 5th Street onto Vine Street, suggesting a one-way sign be posted.

Penrod said TIF negotiations were ongoing between the city and schools. Penrod said the Water Project design was finished and would be put out for bid soon per Horner & Shifrin.

As there was no further business to discuss, Alderman Hill made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod declared the meeting adjourned at 7:18 p.m.
