1. Action:Health Department Programmatic & Operations Report
Administration: Tania Schwer, Public Health Administrator, presented Administration program and operation updates to the present board of health members. Evaluation of contractors are being assessed for the Health Department. T. Schwer spoke about state mandated programs for the senior program division. Efforts continue to assess state-mandated work requirements, strategic planning and succession planning for related work items to continue to meet deliverables. Chain of command training will take place to reinforce communication, efficiency and clarity.
Nursing: Tania Schwer, Public Health Administrator, presented Nursing program and operation updates to the present board of health members. There are no reported Measles cases in the state. 279 reported Measles cases occurred in Texas during an outbreak. 277 cases were unvaccinated individuals or did no know their vaccine status. To prevent being vulnerable to the Measles virus, obtain the proper vaccination. Two-doses of the Measles vaccine has been proven to be 97% effective in preventing the Measles virus. 48 participants have joined the WIC program. 28 participants have joined the Family Case Management program.
Environmental Health: Tania Schwer, Public Health Administrator, presented Environmental Health program and operation updates to the present board of health members. Tick Drags will begin on March 21st, 2025. A total of six tick drags will be conducted between now and the end of May. The divisions west nile virus season is approaching. This will allow proper monitoring of the local tick population. Upcoming EH Trainings for staff and community include: Wastewaster Training, Larvicide Training, Food Manager Class for the restaurant workers, Tanning & Body Art Training and New Sanitarian Training.
Behavioral Health: Tania Schwer, Public Health Administrator, presented Behavioral Health program and operation updates to the present board of heath members. We welcomed Sophia Cortes-Moreno as the Director of Behavioral Health. The current contracting psychiatric provider for the behavioral health division requested reimbursement for their DEA (Drug Enforcement Agency License. FasPsych, an external psychiatric agency, has been researched for potential connection to assist with psychiatric services. S. Cortes-Moreno has been meeting with staff on current division goals.
Senior Programs: Tania Schwer, Public Health Administrator, presented Senior division program and operation updates to the present board of health members. We welcomed Elizabeth Bowman as the Director of Senior Programs. E. Bowman is currently attending the Care Coordination Training in Springfield. Choices screenings will be covered by Nursing division staff and Senior Program staff. The 3rd Annual Senior Expo in celebration of seniors will take place on May 22, 2025 at Jennifer's Garden.
Finance, Operations and Compliance: Tania Schwer, Public Health Administrator, presented health department finance, operations and compliance updates to the present board of health members. The job description for the Director of Operations and Compliance has been revised to include financial duties and is now called the Director of Finance, Operations and Compliance. Fee assessment for the Nursing division continues. Productivity continues to be monitored for divisions. Budget prep has begun for the fiscal year 2026 health department budget. Tamra Peppler, Director of Finance, Operations and Compliance and Megan Black, Office Coordinator have begun completing accounts receivable and accounts payable job responsibilities. At the end of March, there will be one full-time receptionist at the front desk. Collaboration with front line staff in other divisions continue along with assessing front end procedures for efficiency and best protocol for succession planning. T. Peppler and S Cortes-Moreno continue to train on behavioral health division items.

February is 25% through the fiscal year; ($8,934.00) subsidy is -3% of the budgeted 2025 total of $351,009.00. Revenue is at 24% of the budgeted 2025 total of $2,283,731.00. Expenses are at 21% of the budgeted 2025 total of $2,634,740.00. The Board of Health approved the Health Department Financial Report as presented.
