City of Vienna City Council met May 7.

The City Council of the City of Vienna met in regular session, Wednesday, May 7, 2025 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the April 16, 2025 Meeting Minutes and the Warrant ($41,349.66). Alderman Pitts seconded the motion. All present in favor, motion carried.

The following Elected Officials were sworn in for the term of 2025-2029: Mayor, Steve Penrod

City Clerk, Aleatha Wright

Alderman Ward 1-Austin Tuey

Alderman Ward 2-Alan Racey

Alderman Ward 3-Ron Pitts

The following Mayoral Appointments were made and sworn in by Mayor Penrod:

City Treasurer-Michelle Meyers

Police Chief-Jim Miller

City Superintendent-Justin Hartline

Fire Chief-Brent Williams

Council reviewed TIF Façade Application submitted by Ann Trip for Longhorn Café located at 129 Veterans Drive.

Alderman Tuey made a motion to Authorize and Approve the Application and Façade Agreement between the City of Vienna and Longhorn Café for TIF eligible reimbursements up to $2,500.00. Alderman Racey seconded the motion. All in favor, motion carried.

Penrod updated the council that the city and county attorney were in contact concerning the county's animal control ordinance in reference to the intergovernmental agreement. The city looked to approve the intergovernmental agreement at a later time.

PUBLIC COMMENT- None

ELECTED/APPOINTED OFFICIALS

Clerk Wright reported that a final aggregation rate was received from the Southern Illinois Electricity Aggregation Program to begin in June and set at $.11789/kWh. Residents would receive opt out letters from Homefield Energy.

Wright announced the upcoming City-Wide Yard Sale scheduled for June 6 & 7th.

Police Chief Miller said the department would bid out for a 2025 police department vehicle with a set date of the May 21st council meeting to open bids.

Fire Chief Williams reported forty-two fire calls for the year so far. Williams mentioned the need of helmets/boots for the department and would obtain a quote for the next meeting. Williams briefly mentioned discussions were taking place of possibly creating a county Fire Protection District.

Alderman Elliott said he had been contacted by an individual concerning tiny/prefabricated homes in town. The current city zoning ordinance does not reference this subject. City officials had discussion. The topic would be placed on the next scheduled agenda for further discussion of how the zoning ordinance should be amended.

Mayor Penrod announced the annual TIF Joint Board meeting with taxing bodies to take place May 14th. Penrod said he was in contact with a contractor who is interested in developing duplexes within the city.

Penrod said Horner & Shifrin was revising the upcoming water line project design.

Penrod announced the Memorial Day Service to take place at the city library Monday, May 26th at 11:00 a.m.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Moore. Mayor Penrod declared the meeting adjourned at 7:45 p.m.
