City of Vienna City Council met May 21.

The City Council of the City of Vienna met in regular session, Wednesday, May 21, 2025 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the May 7, 2025 Meeting Minutes, April Treasurer's Report and the Warrant ($59,104.39). Alderman Pitts seconded the motion. All present in favor, motion carried.

Mayor Penrod opened the following bids for a 2025 Ford Explorer:

Bob Harper Ford- $61,588.00

ESU Pursuits- $66,300.00

Emergency Vehicle Resources- $61,596.00

Alderman Racey made a motion to Accept Bob Harper Ford's bid in the amount of $61,588.00.

Alderman Pitts seconded the motion. All present in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve a quote from Heiman Fire Equipment for the purchase of boots and helmets for $2,315.78 (General Funds). Alderman Racey seconded the motion. All present in favor, motion carried.

Bud McDannel was present to address council with a request of placing a 14x36 tiny home on property within city limits. McDannel provided pictures of the proposed home for review. Council had discussion as tiny homes are not currently addressed in the city's zoning ordinance. Council was in general consent to not allow any type of portable/moveable buildings on skids or a concrete slab for dwelling. Council was also in general consent to set a minimum of 900 sq. ft. for constructed on-site homes. The city's zoning ordinance would be amended to reflect these additions.

Supt. Hartline discussed with council truck repairs needed or the possibility of purchasing a truck for the department. Council discussed and reviewed several quotes of new and used vehicles. After discussion, council was in general consent to seek additional bids for a new or used truck. Bids would be opened at the next scheduled meeting.

PUBLIC COMMENT- None

ELECTED/APPOINTED OFFICIALS

Police Chief Miller updated city officials that three-flock system cameras would be installed within the city June 4th.

Fire Chief Williams reported that the department's air compressor may soon need replaced. Estimated cost of replacement would be $60,000.00.

Alderman Moore said a theme would need to be decided for the October Vienna Fall Fest parade.

Mayor Penrod said the annual TIF Joint Board meeting with taxing bodies was held via zoom on May 14th. TIF District activities and reports were reviewed as well as discussion to obtain an inventory of empty lots for possible home development. Penrod updated council that the TIF District extension was still in process.

Penrod announced the upcoming Run for Heroes event taking place at the city park Saturday, May 24, hosted by Revive Vienna.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Pitts. Mayor Penrod declared the meeting adjourned at 7:42 p.m.
