Village of Diamond Village Board met May 27.

*OATH OF OFFICE PRESENTED: Teresa Kernc-Mayor swore in the appointed official Village Clerk: Laura Warren.

The scheduled meeting of the Diamond Village Board was held on Tuesday, May 27, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Denise Brown, Jeff Kasher and Dave Warner. Absent-Dean Johnson.

Approval of May 13, 2025, Minutes

MOTION was made by Commissioner Warner, SECOND by Commissioner Brown to approve the 05-13-2025 meeting minutes and place it on file. Ayes: Brown, Warner and Kernc. Abstained: Kasher Motion Carried.

Approval of May 27, 2025, Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve May 27, 2025, bill list and place it on file. All Ayes: Motion Carried.

New Business

Approval to Appoint Laura Warren as Village Clerk

Mayor Kernc recommended to the board to appoint Laura Warren as Village Clerk. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to Appoint Laura Warren as Village Clerk. All Ayes: Motion Carried.

Approve Ordinance #2025-04, Designating Commissioners Post and Appointing Other Representatives

Mayor Kernc presented Ordinance #2025-04. Appointed Laura Warren as Village Clerk. The MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Ordinance #2025-04, Designating Commissioner’s Posts and Appointing Other Representatives of the Village of Diamond. All Ayes: Motion Carried.

Approval to Award RBI Street Maintenance Bid to D Construction, Contingent on IDOT’s Review and Approval

Mayor Kernc presented the RBI Street Maintenance Bid to be awarded to D Construction who came in at $206,335.00. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to Approve to Award RBI Street Maintenance Bid to D Construction, Contingent on IDOT’s Review and Approval. All Ayes: Motion Carried.

Approve Ordinance #2025-05, Sewer Rate Change for Commercial Accounts

Mayor Kernc presented Ordinance #2025-05.

MOTION was made by Commissioner Brown, SECOND by Commissioner Warner to Approve Ordinance #2025-05, Sewer Rate Change for Commercial Accounts. All Ayes: Motion Carried.

Approve Submission of Will Road Reconstruction Project for IDOT Grant NOFO 2025-07 Call for Projects

Mayor Kernc received a consensus from the Board to pursue the grant, due June 1, 2025, final approval. This is for a State of Illinois $400 million dollar grant. The grant is extremely competitive, we check all the boxes, low income, shovel ready, and transportation project plans previously approved. If awarded we can put the bid out in November, and the project can start as early as Spring 2026. At the same time, because of no local match, we can put out a bid for $1,000,000.00 of work around the village for streets, curb & gutters, sidewalk and ADA work. This will place our streets in the 90th percentile. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to Approve Submission of Will Road Reconstruction Project for IDOT Grant NOFO 2025- 07 Call for Projects. All Ayes: Motion Carried.

Old Business

Grundy and Will County Sheriff’s Monthly Update

Mayor Kernc stated there was nothing out of the ordinary to report. Mayor Kernc informed the board of a grant opportunity that would allow the village to install Flock cameras, which would provide live stream video from multiple points, at the Diamond Market Place Shopping Center (Jewel) location. These cameras would allow any local area and county police access into the camera and pull real time 360-degree, 24/7 footage. The Board agreed to pursue the grant and gave consensus.

Engineer Updates

Village Engineer Mike Perry reported over the weekend that three of four bike path sections in Diamond Market Place Shopping Center were reworked and will be ADA compliant once the fourth is completed, which has about twenty feet left. He stated we received the permit for the pedestrian crossing at Berta. Perry forwarded the permit to Midland States Bank and the project engineer. The project engineer requested names of local contractors. Kernc requested Meade Electric be present when programming the lights.

Public Works Department Updates

Public Works Supervisor Jim Dunning stated the concrete work in Diamond Field is near completion. Work is continuing on the SCADA system; Putnam was there today sandblasting the purifier. Storm tile projects are going to be started soon with Wren.

Mayor Kernc

Mayor Kernc requested on the next agenda approval for Platville Coatings, Inc. to complete roof coating and additional work on the Public Works shop building in the amount of $7800.00 following Board consensus to approve.

MOTION was made to adjourn at 6:26 p.m. by Commissioner Kasher, SECOND by Commissioner Warner. All Ayes: Motion Carried.
