Proceedings, transactions, resolutions made and order of said record of said Board in the Village of Diamond, IL on the 24th day of June 2025.
The scheduled meeting of the Diamond Village Board was held on Tuesday, June 24, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Denise Brown, Jeff Kasher, Dave Warner, and Dean Johnson.
Approval of June 10, 2025, Minutes
MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 06-10-2025 meeting minutes and place it on file. All Ayes: Motion Carried.
Approval of June 24, 2025, Bill List and Additional Bill List
MOTION was made by Commissioner Brown, SECOND by Commissioner Johnson to approve June 24, 2025, bill list and additional bill list and place it on file. All Ayes: Motion Carried.
Public Comment
Lynda McKeown of 122 Winding Trails expressed the community of Country Meadows concerns with the proposed plans for a forty-acre lot that were previously discussed. The community would like to be kept informed of any proposed plans and has concerns about drainage, traffic patterns and unforeseen issues. The community is a wonderful neighborhood where they enjoy riding bikes and walking in the area without worrying about traffic.
Yolanda Laughlin of 1305 E Stellon agrees with Lynda McKeown. Yolanda also expressed her concern with the “field of weeds” growing on a nearby property across the street. The complaint was called in and forwarded to the Planning & Zoning Dept where the owner was contacted to take care of.
Allen Pflibsen of 307 Santa Fe Trails also expressed his concerns with the proposed plans for a forty acre lot that were previously discussed. Questioning the timetable, type of community (age restricted), type of homes, and how it will change their lifestyle.
Mayor Kernc stated a concept plan was presented to the Board and will be in the newspaper. Residents can pick up a copy of the concept plan at the Village office as well.
New Business
Donation to Coaler Drive Back to School Event
Mayor Kernc was contacted by Tammy Moran, Co-Chair for the Coaler Drive Festival and Events Committee, asking if we would be willing to sponsor/donate activities or school supplies to their upcoming Back to School event. Mayor Kernc stated that in years past Hope for Hope would donate school supplies to the students, Hope for Hope does not exist anymore, therefore the mayor would like to donate school supplies. Commissioner Brown suggested $500 for school supplies. Commissioner Warner stated he doesn’t agree with a taxing body to collect tax money, then spend on charity, the money should go towards maintenance and the Village. Commissioners Johnson and Kasher agreed with Commissioner Warner and are not in support of sponsoring/donating as
Diamond is spending money on and hosting its own annual free Fall Fun Fest. Mayor Kernc stated she would advertise their event on the marquee. The mayor asked to take a vote. MOTION was made by Commissioner Brown, SECOND by Mayor Kernc to donate to Coaler Drive Back to School Event. Two Ayes; Three Nays : Motion Denied.
Approve Mayor Kernc’s travel expenses to the IML Conference on Sept. 18-21, 2025 Mayor Kernc serves on the IML Board of Directors. Commission Kasher recalls Mayor Kernc receiving grant information from this conference in years past that have been of significance to the Village. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Mayor Kernc’s travel expenses to the IML Conference on Sept. 18-21, 2025. All Ayes: Motion Carried.
Approve Premier Asphalt Estimate of $15,280.00 to patch area of parking lot, sealcoating, crack filling, and stripe parking lot at Village Hall
Mayor Kernc presented the estimate. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to Approve Premier Asphalt estimate of $15,280.00 to patch area of parking lot, sealcoating, crack filling, and stripe parking lot at Village Hall. All Ayes: Motion Carried.

Public Works Department Updates
Public Works Supervisor Jim Dunning stated the storm water project first phase should be done by the end of the week. They are still working through some SCADA issues, but a little less this round, hopefully by mid-July it should be completed.

Commissioner Kasher
Commissioner Kasher inquired about following up with the paint company regarding the water tower being under warranty. Mike Perry, Village Engineer stated there was no warranty, Attorney John Gallo, Legal Counsel agreed, he saw no warranty, it has been 10-12 years since painted. Mayor Kernc suggested reaching out to Putnam for next year’s budget to repaint the dark stripe only on the water tower. Commissioner Kasher inquired if there was a mold inhibitor that we can use in the paint, Mike Perry stated there are options.

Mayor Kernc
Mayor Kernc mentioned it has been on her to do list to attract an independent senior living, assisted senior living, and a memory care senior living in the Village. Friday, Mayor Kernc will be attending the ribbon cutting of The Preserve-Duplexes in Minooka, which will feature forty-six independent living duplexes for seniors aged fifty-five and older. She will also tour other senior living facilities on the property.
MOTION was made to adjourn at 6:28 p.m. by Commissioner Warner, SECOND by Commissioner Kasher. All Ayes: Motion Carried.
