The City Council of the City of Vienna met in regular session, Wednesday, July 2, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the June 18, 2025 Meeting Minutes and the Warrant ($33,039.17). Alderman Tuey seconded the motion. All in favor, motion carried.
Alderman Pitts made a motion to Authorize and Approve an Amendment to 12/18/24 agenda item #4, C&C Pumps & Supply quote- $3,448.08, to increase that amount by $2,443.47 (Water Funds) Alderman Elliott seconded the motion. All in favor, motion carried.
Alderman Racey made a motion to Authorize and Approve Ordinance 25-03, An Ordinance Implementing a Municipal Grocery Retailers' Occupation Tax and a Municipal Grocery Service Occupation Tax for the City of Vienna, IL. Alderman Tuey seconded the motion. All in favor, motion carried.
Mayor Penrod and council reviewed a draft Appropriation Ordinance 25-04, An Ordinance for all corporate purposes of the City of Vienna for the fiscal year beginning May 1, 2025-April 30,
2026.
Alderman Pitts made a motion to Authorize and Approve a 3 year-Animal Control Intergovernmental Agreement between Johnson County and the City of Vienna. Alderman Tuey seconded the motion. All in favor, motion carried.
Alderman Elliott made a motion to Authorize and Approve $20,000 (General Funds) for the purchase of property located at 306 Vine Street. Alderman Tuey seconded the motion. All in favor, motion carried.
PUBLIC COMMENT-
Joe Emery mentioned a safety concern for the crosswalk at North 3rd/Vine Street, voicing a need for a crossing guard before and after school programs. City officials discussed contacting IDOT to seek information on upgrading to a push button crosswalk due to increased traffic and the upcoming state project through this area on 146 West.
ELECTED/APPOINTED OFFICIALS
Clerk Wright announced that a zoning meeting was scheduled for Monday, July 21st for the zoning board to review an ordinance concerning tiny homes within city limits. Wright also mentioned receiving a request for a slow down handicapped sign on Maple Street for Glenbrook residents.
Chief Miller discussed the department obtaining a subscription for Law Enforcement Agencies Data System (LEADS). Miller also requested the city amend the current parking ordinance to prohibit parking in front of mailboxes.
Fire Chief Williams said the department was awarded a 50/50 grant through IDNR. Williams also said he and Mayor Penrod attended a zoom meeting concerning establishment of a fire protection district.
Alderman Tuey mentioned fireworks scheduled for the following night, Thursday, July 3rd, at the city ballpark. Penrod commented that JCYL along with a other food vendors would be set up for the event.
Mayor Penrod said the city's water project bid openings were scheduled for July 23rd at 10:00 a.m. at Horner & Shifrin. Penrod said the city had started the financing process for the project.
Penrod said the demolition of residential homes would be completed the following week by Terra Pro.
Penrod commented that notices were given for recent nuisance ordinance violations.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Pitts. Mayor Penrod declared the meeting adjourned at 7:20 p.m.
