City of Vienna City Council met Aug. 6.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, August 6, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the July 16, 2025 Meeting Minutes and the Warrant ($42,586.66). Alderman Tuey seconded the motion. All in favor, motion carried.

Mayor Penrod Moved Agenda Items 9-10 to be discussed first as Horner & Shifrin Engineer, Haley Huie was present. Huie reviewed the bid tabs for Vienna Water System Improvements from the July 23rd bid opening, naming the low bid for each project as follows:

Contract A-Water Main Improvements, Bryant Construction -$2,843,754.00

Contract B-Elevated Tank Repainting, Elevation Coatings & Restoration- $537,700.00

Contract C-Water Plant Repairs, Midwest Petroleum - $1,418,925.00

Alderman Moore made a motion that the city acknowledge the lowest bidder for each contract on the bid tab. Alderman Tuey seconded the motion. All in favor, motion carried.

Huie reviewed and answered questions concerning the Analysis of Funds for all Water System Improvements. Huie discussed increases in costs due to delays of project funding commitment and unforeseen issues during design that resulted in higher construction/material prices. The council was in general consent the city would need to pursue additional funds for the project.

Alderman Pitts made a motion to Authorize and Approve for the City of Vienna to pursue additional grant funds/loan in the amount of $1,153,926.41 for water system improvements. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve Resolution 25-04, A Resolution Authorizing a Redeveloping Agreement with Star Dance Company, LLC for the Remodeling & Renovation of an Existing Retail Space Located at 404 North 1st Street Utilizing Tax Increment Financing. Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve a Tax Increment Financing Redevelopment Agreement between the City of Vienna and Kim Butwell, Owner/Operator, Star Dance Company, LLC. Alderman Elliott seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Approve and Accept the Zoning Board Recommendation from the July 21, 2025 Public Hearing- Proposed changes to Chapter 154 of the Vienna Code of Ordinances concerning dwelling/tiny houses. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Ordinance 25-05, An Ordinance Amending Chapter 154 of the Code of Ordinances for the City of Vienna to Define and Prohibit Certain Prefabricated and/or Industrialized Modular Buildings from being used as Residences. Alderman Elliott seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve to purchase a Milwaukee M18 Telescoping Pole Saw-$600.00 (General Funds) from Rusty's Home Center. Alderman Moore seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

None. Mayor Penrod updated Joseph Emery on a prior meeting comment concerning North 3rd Street crosswalk. Penrod said he contacted IDOT and received information on safe route to schools grant funding.

ELECTED/APPOINTED OFFICIALS

Alderman Moore said Britton's Wrecker Service would host Trunk or Treat in the park for Halloween. Moore also said the Fall Festival parade theme would be called "Game On".

Mayor Penrod commended city Gas Superintendent, Austin Pender, on locating an ongoing gas leak on 6th Street.

Penrod informed council that VGS was changing the pickup of students to the west side of the building to keep traffic off highway 45.

Penrod said there would be a change in the water treatment process and the water plant would be submitting an EPA permit revision for authorization.

Penrod said the city welcome sign to be placed inside the roundabout was still in the fabrication process.

Penrod said the city would soon advertise for a ballpark maintenance position. Penrod selected Alderman Elliott to assist with the resume/interview process.

At 7:25 p.m. Alderman Pitts made a motion to go out of Regular Session into Executive Session for: Collective Negotiations between the City of Vienna and Local 50 per 5ILCS 120/2(c)(2) and review of closed session minutes pursuant to 2.06 of the Open Meetings Act as per 5 ILCS 120/2(c)(21). Executive Minutes from 12-18-24. Alderman Elliott seconded the motion. All in favor, motion carried.

At 8:06 p.m. Alderman Elliott made a motion to Resume the Regular Session. Seconded by Alderman Tuey. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve content of semi-annual review of closed session minutes from 12-18-24, and to keep minutes closed due to existing confidentiality. Alderman Hill seconded the motion. All in favor, motion carried.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod declared the meeting adjourned at 8:07 p.m.
