Proceedings, transactions, resolutions made and order of said record of said Board in the Village of Diamond, IL on the 12th day of August 2025.
The scheduled meeting of the Diamond Village Board was held on Tuesday, August 12, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Denise Brown, Dean Johnson, Jeff Kasher, and Dave Warner.
Approval of July 22, 2025, Minutes
Mayor Kernc presented the minutes. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve July 22, 2025, meeting minutes and place it on file. All Ayes: Motion Carried.
Approval of August 12, 2025, Bill List
Mayor Kernc presented the bill list. MOTION was made by Commissioner Brown, SECOND by Commissioner Johnson to approve August 12, 2025, bill list and place it on file. All Ayes: Motion Carried.
Approval of the July 2025 Treasurer’s Report
Mayor Kernc presented the treasurer’s report. MOTION was made by Commissioner Brown, SECOND by Commissioner Johnson to approve the July 2025 Treasurer's Report. All Ayes: Motion Carried
Public Comment
Roy Galbreath of 1520 E Clark Street asked if the study was completed for the northside stormwater, Mayor Kernc advised it was completed, and the study is published on the Village of Diamond’s website under projects. His concern is the detention pond backing up. The mayor will have the engineer and public works inspect the two ponds (maintained by Country Meadows) and the discharge pipe to see if they require maintenance. Mr. Galbreath also voiced his concern with the curb and gutter cracking on his street; public works will evaluate.
Ray Wenk of 2330 E Peachtree Lane voiced his concerns about a neighbor’s violations. The village is actively working with said neighbor on rectifying those violations.
Rudy Cardenas of 2535 E Sterling Court is requesting to build a third bay on his garage. Mr. Cardenas was advised to speak with the planning & zoning department.
New Business
Approve Chamlin & Associates Proposal for engineering and IDOT permitting to install sidewalk on the south side of IL 113 from Berta Road east to McGinty. No motion was made, therefore removed from the agenda.
Approve Chamlin & Associates Proposal Grant Services; IDOT Safe Routes to Schools Grant Program
No motion was made, therefore removed from the agenda.
Approve Contractual Agreement between Mack & Associates, P.C., and Village of Diamond Mayor Kernc presented the agreement. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve the contractual agreement between Mack & Associates, P.C., and Village of Diamond for a three-year term. All Ayes: Motion Carried

Grundy and Will County Sheriff’s Monthly Update
Mayor Kernc stated there was nothing significant or out of the ordinary to report.

Engineer Updates

Public Works Department Updates
Mayor Kernc reported due to the day’s storms, a couple issues; the electrical box outside at the WTP was hit by lightning, awaiting ComEd’s arrival and SCADA went offline, electrician will be here in the morning to correct.
Clerk Updates
Village Clerk Laura Warren asked the Commissioners if they were able to volunteer at the Fall Fun Fest this year.

Commissioner Johnson submitted brochures and information on the several types of splash pads. The information will be reviewed, and more research will be done for potentially a splash pad at Diamond Park.

Mayor Kernc
Mayor Kernc discussed truck terminals and truck parking, Grundy County is drawing up a new ordinance. The mayor suggested consistency with the whole county by adopting a similar ordinance. The mayor will bring it back to the board after Grundy County approves theirs.
The MOTION was made to adjourn at 7:24 p.m. by Commissioner Kasher, SECOND by Commissioner Johnson. All Ayes: Motion Carried.
