City of Vienna City Council met Aug. 20.

The City Council of the City of Vienna met in regular session, Wednesday, August 20, 2025 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

Ron Pitts, Alderman

Melissa Hill, Alderman

Austin Tuey, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the August 6, 2025 Meeting Minutes and the Warrant ($83,699.02). Alderman Tuey seconded the motion. All in favor, motion carried.

Jennifer Jacobsen was present to discuss details for the upcoming fall Junque Jamboree, Saturday September 20th. Also, Jacobsen requested approval for the spring date of April 25, 2026. Council gave consent.

Alderman Tuey made a motion to Authorize and Approve Resolution 25-05, A Resolution Requesting Temporary Closure of Streets for the Annual Fall Festival Parade, Saturday, October 4, 2025. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Ordinance 25-06, An Ordinance Banning the sale and delivery of Kratom and Derives Within the City of Vienna, Illinois. Alderman Hill seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

ELECTED/APPOINTED OFFICIALS

Wright announced the fall city clean-up was scheduled for Monday, October 6th.

Fire Chief Williams reported grant updates saying the department was currently waiting on paperwork from the State Fire Marshal office. Williams also discussed parking lot repairs needed in between the police and fire department.

Alderman Hill said she was gathering information from surrounding cities on the installation/cost of a park splash pad.

Alderman Pitts said he and Alderman Elliott would meet for Local 50 negotiations the following week.

Mayor Penrod discussed plans for the city to demo the recently purchased old lumber building on Vine Street.

Penrod said a meeting was held with Horner & Shifrin and VHS concerning a safe route to schools grant application for installation of a push button crosswalk at 146 East/North 3rd St.

Penrod said he was in communication with IDOT and commercial building owners on North 4th concerning dilapidated buildings and the 146 West project to take place spring of 2026.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod declared the meeting adjourned at 7:20 p.m.
