The City Council of the City of Vienna met in regular session, Wednesday, September 3, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the August 20, 2025 Meeting Minutes and the Warrant ($31,572.96). Alderman Racey seconded the motion. All in favor, motion carried.
Alderman Pitts made a motion to Authorize and Approve the purchase of fruit and water (Tourism Funds) for the 100/50 mile Tunnel Hill run, November 8, 2025. Alderman Elliott seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve Ordinance 25-07, An Ordinance Authorizing the Issuance of Waterworks System Revenue Bonds of the City of Vienna, Johnson County, Illinois. Alderman Tuey seconded the motion. All in favor, motion carried.

ELECTED/APPOINTED OFFICIALS
Wright said she was notified by Southern Five that the city would receive reimbursement funds in the amount of $12,985.00 for the police department camera grant.
Alderman Elliott said he was contacted concerning the zoning of Fairgrounds Road property and modular homes.
Alderman Tuey discussed Fall Festival parade details. Council discussed and was in agreement to select Brenda Kreuter to be named Grand Marshal of this year’s parade. Council also discussed selecting judges for the parade.
Tuey also mentioned that 10th Street at Main/Locust would be closed for Trick or Treating on Halloween from 5-8:00 p.m.
Mayor Penrod discussed plans for the city to demo the recently purchased old lumber building on Vine Street. The city would obtain a few local quotes.
Penrod said he was contacted about a work program formed through the Illinois Department of Corrections the city could use for weed-eating.
At 7:05 p.m. Alderman Elliott made a motion to go out of Regular Session into Executive Session to discuss Collective Negotiations between the City of Vienna and Local Union 50 as per 5ILCS 120/2(c)(2). Alderman Tuey seconded the motion. All in favor, motion carried.
At 7:27 p.m. Alderman Tuey made a motion to Resume Regular Session. Seconded by Alderman Elliott.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod declared the meeting adjourned at 7:28 p.m.
