The City Council of the City of Vienna met in regular session, Wednesday, September 17, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the September 3, 2025 Meeting Minutes August Treasurer’s Report, and Warrant ($43,006.47). Alderman Elliott seconded the motion. All present in favor, motion carried.
Alderman Racey made a motion to Authorize and Approve the Collective Bargaining Agreement between the City of Vienna Police and Local Union 50 for the duration of August 1, 2025-July 31, 2028. Alderman Tuey seconded the motion. All present in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve Resolution 25-06, A Resolution Approving and Authorizing Financial Commitment in the Safe Routes to Schools Grant Program. Alderman Pitts seconded the motion, All present in favor, motion carried.
Alderman Tuey made a motion to Authorize and Approve funds (Split funds: General, Sewer, Gas, Water) up to $25,000.00 for purchase of a pre-owned truck for the Public Works Department. Alderman Moore seconded the motion. All present in favor, motion carried.
Council discussed scrapping or bidding out the 2011 Ford-F150 for parts.
Alderman Tuey made a motion to Authorize and Approve to Accept quote for structure demolition at 306 Vine Street from Cody A. Taylor Contracting- $23,050.00 (General Funds). Alderman Pitts seconded the motion. All present in favor, motion carried.
City Administrative Assistant, Mary Harris, informed council that she was in the process of setting up the city’s new website.
PUBLIC COMMENT - None
ELECTED/APPOINTED OFFICIALS
Wright said she was contacted by Southern Five with a balance on the demolition grant in the amount of $3,438.00 for use within the next year. Wright said the city’s insurance performed safety survey site visits the prior week.
Wright announced the ribbon cutting and open house event for the Historical Genealogical & Historical Society would take place Sunday, September 21st at 2:30 p.m.
City Supt, Hartline, said resignation was turned in by Gas Supt, Austin Pender. The city had posted this job opening and would be accepting resumes to fill the position. Mayor Penrod said the city’s target date to hire would be the second scheduled meeting on October.
Chief Miller gave a brief update on the installation of the flock camera system.
Fire Chief Williams mentioned repairs needed to a tanker that estimated around $2,500.00. Williams updated council on the status of several grants including receiving paperwork on the awarded State Fire Marshal Grant. Southern Five was contacted for assistance on administering grant reports. Williams mentioned that a county Fire District proposal would not be placed on the spring ballot as more time was needed to inform the public.
Alderman Elliott inquired of updates for properties in violation of nuisance ordinances. Chief Miller and council discussed.
Alderman Racey requested bushes along 146 West be trimmed between 4th/5th Street for obstruction of view.
Mayor Penrod said Johnson County had employed a new animal control officer.
Penrod said a revision of a prior TIF agreement with S.I. Auto and Tire would be placed on the next agenda for approval.
Penrod said contractors were notified by a letter of award for the Water Project.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod declared the meeting adjourned at 7:18 p.m.
