Village of Diamond Village Board met Sept. 23.

Here are the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held on Tuesday, September 23, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Denise Brown, Jeff Kasher, Dave Warner, and Dean Johnson.

Approval of September 9, 2025, Minutes

Mayor Kernc presented the minutes. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve September 9, 2025, meeting minutes and place it on file. All Ayes: Motion Carried.

Approval of September 23, 2025, Bill List

Mayor Kernc presented the bill list. MOTION was made by Commissioner Brown, SECOND by Commissioner Johnson to approve September 23, 2025, bill list and place it on file. All Ayes: Motion Carried.

New Business

Approve Ordinance No. 2025-16; Granting a Certain Variation from the Zoning Code (Case No. PZ-04-2025 Cardenas)

Mayor Kernc presented the ordinance and stated the P&Z board recommended approval with a 4-0 vote. Mr. Cardenas was present as well. MOTION was made by Commissioner Johnson, SECOND by Commissioner Warner to approve Ordonnance No. 2025-16; Granting a certain variation from the zoning code (case no. PZ-04-2025 Cardenas). All Ayes: Motion Carried

Approve Ordinance No. 2025-17; Approving a Final Plat of Subdivision (TBS – Diamond II Resubdivision)

Mayor Kernc presented the ordinance and introduced Tom Zumm and Jim Kartheiser of TBS Development who presented and explained the final plat plans. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve Ordinance 2025-17; Approving a final plat of subdivision (TBS – Diamond II resubdivision). All Ayes: Motion Carried

Discussion Diamond Land, LLC Forty-acre Development

Mayor Kernc stated her concerns with the proposed development; it was decided unanimously not to pursue this project.

Approve Labor Estimate – 212 N Will Road

Mayor Kernc presented the estimate. MOTION was made by Commissioner Johnson, SECOND by Commissioner Brown to approve labor estimate – 212 N Will Road and not to exceed $24,137.00. All Ayes: Motion Carried

Discuss Grundy County Truck Ordinance

Mayor Kernc is requesting to adopt Grundy County’s Truck Ordinance. This pertains to overnight truck/trailer parking. Attorney John Gallo stated we do not have anything specific to the requirements that Grundy County has. John will prepare the text amendment and any other requirements to move forward with the request.

Mayor Kernc stated there was nothing significant or out of the ordinary to report.

Engineer Updates

Village Engineer Mike Perry stated they are wrapping up sidewalk projects; slabs/sections and drainage.

Public Works Department Updates

Public works supervisor Jim Dunning stated there may be an electrical issue at the McGinty Street lift station, waiting for the electrician to come out to monitor the incoming power force.
