City of Vienna City Council met Oct. 1.

The City Council of the City of Vienna met in regular session, Wednesday, October 1, 2025 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the September 17, 2025 Meeting Minutes and the Warrant ($38,442.13). Alderman Tuey seconded the motion. All present in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Resolution 25-07, a Resolution Approving a First Amendment to Redevelopment Agreement by and between the City of Vienna, Illinois and S.I. Auto & Tire, LLC. Alderman Elliott seconded the motion. All present in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve $500.00 (community funds) for children's gift purchases and donation to Revive Vienna for Christmas on the Square event, December 19, 2025. The motion was seconded by Alderman Racey. All present in favor, motion carried.

PUBLIC COMMENT

Tracey Cross was present to inquire about the status of entering her building after a partial collapse of the unoccupied structure adjacent to the north wall of her building occurred on September 25, 2025 on North 4th Street. Mayor Penrod informed Cross that the executive order he issued the same day as the collapse, prohibiting occupancy at the buildings on both sides, including the State Farm Insurance office and Cross Creek Antiques apartment until structures were evaluated, was still in place. Penrod said he contacted an IDOT structural engineer as IDOT was looking to acquire these buildings for demolition in a future highway 146 project. IDOT responded that it would be a lengthy process for property acquisition and that demolition may not begin until spring of 2027. Penrod said he obtained a few estimates of clearing the collapsed building and the State Farm building. City attorney, Rick Abell answered questions and advised the city of the risks and steps to take if they decided to proceed with demolition of the buildings. Council continued discussion. Mayor Penrod would set up meetings with building owners for discussion and council would revisit the topic at the next scheduled meeting.

ELECTED/APPOINTED OFFICIALS

Chief Miller mentioned Fall Festival parade route details. Miller also updated council on the status of yard violations.

Alderman Pitts said he and Alderman Elliott was scheduled October 2nd at 4:00 p.m. to meet with the public works department and Local Union 773 for bargaining discussion.

Mayor Penrod discussed Fall Festival vendors and event details scheduled for Saturday, October 4th

Penrod updated council on the Water Project status, saying the project would proceed when contractor submittals were received and reviewed by the city's attorney and after the closing takes place between the city and Rural Development.

Penrod said city officials reviewed resumes for the Gas Supt. position, choosing three candidates for interviews the following week. Employment would be placed on the October 15th agenda. Penrod said the city was still accepting resumes for the ballpark position.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod declared the meeting adjourned at 7:36 p.m.
