Village of Diamond Village Board met Oct. 14.

Here are the minutes provided by the board:

Proceedings, transactions, resolutions made and order of said record of said Board in the Village of Diamond, IL on the 14th day of October 2025.

The scheduled meeting of the Diamond Village Board was held on Tuesday, October 14, 2025, at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon a roll call Commissioners present, Denise Brown, Jeff Kasher, Dave Warner, and Dean Johnson.

Approval of September 23, 2025, Minutes

Mayor Kernc presented the minutes. MOTION was made by Commissioner Warner, SECOND by Commissioner Johnson to approve September 23, 2025, meeting minutes and place it on file. All Ayes: Motion Carried.

Approval of October 14, 2025, Bill List

Mayor Kernc presented the bill list. MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve October 14, 2025, bill list and place it on file. All Ayes: Motion Carried.

Approval of the September 2025 Treasurer’s Report

Mayor Kernc presented the report. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve the September 2025 Treasurer’s report. All Ayes: Motion Carried.

New Business

Discuss Casey’s in Diamond

Mayor Kernc welcomed from Casey’s Richard McMahon, Senior Site Development Manager, Thomas Sharkey, District Manager, and Lauren Downing from Arc Design to discuss Casey’s relocation in Diamond. Proposed plans are to break ground at the new site in the late summer of 2026.

Approve Trick or Treat Hours from 4:00pm-6:00pm on October 31, 2025 Mayor Kernc presented the trick or treat hours. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve trick or treat hours from 4:00pm-6:00pm on October 31, 2025. All Ayes: Motion Carried

Approve Gasvoda & Associates, Inc. Proposal for High Service Pump w/VFD & Install for $68,353.53

Approve Huber Technology Waste Water Solutions Quote for Complete Rebuild of (1) Stepscreen SSF and the Replacement of the (1)Ro8 Gearmotor & Lower Bearings for $55,403.66

Approve Amendment to Resolution #2024-04: A Resolution Approving a Moratorium on Commercial Solar Energy Systems and Wind Energy Systems

Village Attorney John Gallo stated this resolution extends the moratorium for six months which will allow the village time to amend the zoning ordinance as well as a permanent ordinance for commercial solar energy and wind energy systems for the village. MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to Approve Amendment to Resolution #2024-04; A Resolution Approving a Moratorium on Commercial Solar Energy Systems and Wind Energy Systems. All Ayes: Motion Carried.

Mayor Kernc stated there was nothing significant or out of the ordinary to report.

Public Works Department Updates

Public Works Supervisor Jim Dunning stated that they are finishing projects around town and will be installing the drainage on the new building floor. The department is also preparing for plow season by servicing the equipment and pricing out salt.

Mayor Kernc Report

Mayor Kernc attended a meeting, Data centers were a topic of discussion. A ComEd representative was present to explain the Data centers operation requirements.

MOTION was made to adjourn at 7:06 p.m. by Commissioner Kasher, SECOND by Commissioner Warner. All Ayes: Motion Carried.
