Village of Channahon Village Board met Nov. 6.
Here is the minutes provided by the Board:
Village President Missey Moorman Schumacher called the meeting to order at 6:58 p.m. and led the Board in the Pledge of Allegiance.
Roll call was taken with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.
Also present were Village Administrator Thomas Durkin, Director of Community Development & Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director Public Works Ed Dolezal, Chief of Police Jeff Wold, Village Attorney David Silverman and Village Clerk Kristin Hall.
VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

An Ordinance Amending the Village of Channahon Code with Regard to “Backyard Chickens” – 2nd Read
Durkin stated that he had nothing further to add.
Trustee Slocum thanked the staff for their due diligence regarding this issue. He stated that he opposes this issue and encouraged the other members of the Board to reconsider.
Durkin reminded the Board of the email that was received regarding the A-2 zoning and the addition of an increase in the number of allowable animals and the issue regarding the 12,500 square feet minimum lot size. He stated that if the Board wishes to addresses these items a motion to approve the ordinance with these changes would need to be made.
Trustee Host made a motion to approve An Ordinance Amending the Village of Channahon Code with Regard to “Backyard Chickens” with an additional amendment of a requirement of a 12,500 square feet minimum lot size in the R-1 and R-2 zoning districts. Seconded by Trustee Scaggs.

An Ordinance Amending the Channahon Code of Ordinances with Respect to Village Privilege Tax on the Purchase of Diesel Motor Fuel at Retail – 1st Read
Trustee Scaggs suggested this item be left as a first read.
Durkin stated that he’d work with the Village Attorney and Finance Director Wagonblott to come up with an effective date. He also stated this requires a 30 day notification and it will be back for the next Village Board meeting on November 20th.
VP Moorman Schumacher confirmed that if it was brought back at the next meeting with an effective date of January 1st that there would still be enough time to meet the 30 day notification requirement.
Durkin stated that there was a discussion with CMAP regarding the scope of services for the Village’s comprehensive plan update. He stated that the dollar amount figured by CMAP is between $110,000 and $130,000 and the Village would be responsible for 15% of that amount. CMAP would like to get this project moving quickly. He anticipated consultant selection to be happening in January 2018. He also stated they are currently working on a ITEP application for the next phase of the Bridge Street bike path. He indicated that letters of support have been requested and some have been received and hopes to be successful in getting a portion of that next phase.
VP Moorman Schumacher asked if the Motor Fuel Tax Fund could be used for alternate forms of transportation. Village Attorney Silverman and Administrator Durkin confirmed that fund could be used for alternate forms of transportation.
Durkin reminded the Village President and the Village Board that if they were successful with the grant, the Village would have to come up with a match and that the Motor Fuel Tax Fund and some of the dollars as a result of increasing the diesel tax could be used.
VP Moorman Schumacher stated with that CMAP grant, she was talking with Trustee Scaggs about the I-55 Corridor and highway signs. She also stated that before people put up highway signs the Board needs to make sure that there is guidelines set in place.
Durkin stated what the Village had discussed was looking at some key areas of the community as part of this plan. He stated that this could be one of those key areas.
C. Community Development & Information
Petrick elaborated on the comprehensive plan update, which was a 2008 update to the 2002 plan. He indicated that it is very out-of-date. He stated that 91 new home permits have been issued and some under review, including homes in Copperleaf. He extended an invitation to the Board for a ribbon cutting for Ravine Woods Villas on November 16th at 4:30 p.m. He stated that there are three public hearings scheduled for the next Planning and Zoning Commission meeting, which is scheduled for Monday, November 13, 2017 at 6 p.m. for Core Homes, Casey’s Zoning and Special Use Permit and a variation for a housing setback at Joliet & Fryer Streets.

Trustee Sam Greco - Finance/Human Resources – No Report.
Trustee Patricia Perinar – Community & Legislative Affairs
Trustee Perinar reminded the residents to sign the petition for the safer roadways. Trustee Slocum stated signatures were at 7,000 and Trustee Perinar wants to keep it going and she thinks that we are sending a strong message that something needs to be done.
Trustee Chantal Host – Public Safety/Emergency Support
Trustee Host stated that Chief Petrakis from the Fire District worked with IDOT and Public Works to install some flashing lights on Route 6 and Center Street to alert drivers on Route 6 that an ambulance or fire truck will be entering the intersection. She stated that Chief Wold and Deputy Chief Casey will be meeting with the Police and Fire Commission on November 15th to finalize plans for the upcoming promotional examination plan for the January/February 2018, which is required by law every three years. She also stated that Deputy Chiefs Bogart and Casey attended the 14th Annual Will County Public Informational Officers Summit on November 2nd and she thanked Trustee Slocum for being on the panel.
VP Moorman Schumacher stated that she and Deputy Chief Casey attended a class on liquor license control. They received updated information about the State Liquor License Law and what the local ordinance can entail. They had a meeting with all of the Village’s liquor license holders to provide them with that updated information.
Petrick mentioned that the Channaholidays banners have been ordered for the streetlights. He indicated they will be put up just before Thanksgiving through New Years, throughout the town center.
VP Moorman Schumacher stated that the Christmas Tree Lighting ceremony will be on Sunday, December 3, 2017 from 3 p.m. to 5 p.m.
Trustee Slocum stated the Channaholidays used to be just with businesses but they are now including the park district and library into what the Village is doing.

Trustee Scott Slocum – Technology/Community Image/Code Enforcement Trustee Slocum stated that on November 17th at 1:30 p.m. there will be a ground-breaking for Arroyo Trails. He stated there has been $1.2 million donated so far, they are about $800,000 shy. He also stated they just had a successful golf outing last month that raised $50,000. He thanked Exelon who gave $100,000.

Trustee Perinar stated there is some success going on in the High School. She stated the girl’s cross country team got 7th in State, with Emily Shelton who lives down the road. The boy’s football team is doing awesome and the girl’s volleyball team made it to the final four in State. She stated there is a lot of homegrown talent.

Trustee Host made a motion to open Executive Session at 7:25 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon and Probable or Imminent Litigation and Pending Litigation. Seconded by Trustee Greco.
