Legislation aimed at addressing the influence and practices of pharmacy benefit managers (PBMs) was signed into law on July 1. House Bill 1697 aims to eliminate spread pricing, stop PBMs from directing patients to their preferred pharmacies, and ensure that all rebates are returned to patients and plan sponsors.
The Illinois Pharmacists Association reports that 74 out of Illinois' 102 counties are now considered pharmacy deserts. Senate Republicans contend that entire regions are losing access to local care because PBMs are forcing independent pharmacies out of business. In 2024, over 85 independent pharmacies in Illinois were closed.
Proponents of the legislation believe it will help control rising prescription prices, offering relief to residents struggling with medication costs. State Senator Sue Rezin stated, "This proposal was a critical step toward restoring fairness in the pharmacy system and holding down costs for prescriptions."
