Channahon Village Board met May 7.
Here is the minutes provided by the Board:
Village President Missey Moorman Schumacher called the meeting to order at 6:58 p.m. and a Joliet Catholic Academy student led the Board in the Pledge of Allegiance.
Roll call was taken with Trustees Greco, Host, McMillin, Scaggs and Slocum present. Trustee Scaggs was absent.
Also present were Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Chief of Police Shane Casey, Director of Public Works Ed Dolezal, Village Attorney David Silverman and Village Clerk Kristin Hall.
VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.
Citizen/Special Requests/Public Hearing
Public Comment:
Tom Doud, owner of Channahon Lanes personally invited the Board to the Ribbon Cutting of the mini golf course and the 20th Anniversary Celebration of Channahon Lanes on May 18th at 4:00 p.m.

Trustee Greco made a motion to approve A Resolution of Proposal from GovHR regarding Salary Plan/Compensation Study for the Village of Channahon. Seconded by Trustee Host.

Consider Approval – Reappointment – Police Pension Board – 2-year term – Mark Thelo – Term Expires 2020-
Trustee Host made a motion to reappoint Mark Thelo to the Police Pension Board for a 2-year term to expire in 2020. Seconded by Trustee Perinar.

VP Moorman Schumacher reminded everyone the Pink Heals Mother’s Day Walk is on Sunday, registration begins at 7:30 a.m. and step-off is at 8:00 a.m.
B. Village Administrator
VP Moorman Schumacher stated that they had the first meeting for the steering committee on April 30th. She stated that it is a group of about 15 people, very diversified, from all areas of Channahon, young and old. She stated they have until May 11th to submit their suggestions for the comprehensive plan. She also encouraged everyone to reach out to the community to let them know about the Re-Imagine Channahon logo and a map where residents can make suggestions, take surveys, etc.
C. Community Development & Information
Consider Approval – A Resolution Authorizing the Acceptance of a Scope of Services for Geographic Information Systems Services from Ruettiger, Tonelli and Associates
Trustee Perinar made a motion to approve A Resolution Authorizing the Acceptance of a Scope of Services for Geographic Information Systems Services from Ruettiger, Tonelli and Associates. Seconded by Trustee Scaggs.

Petrick stated there has been 42 permits, as of the end of April.
D. Finance Department
Wagonblott stated the fiscal year budget includes an unfilled position in the Finance Department, an Accountant. She stated that a current Finance Department staff member, Maggie Churchill, expressed interest in the accountant position. She further stated she has over 20 years of experience working in local government with 11 of those years working for the Village of Channahon. She stated Churchill currently holds one of the two Accounting Clerk positions. She also stated that for many years Churchill was assigned to the utility billing clerk position and for the past few years has functioned as the Accounts Payable and Cash Receipts clerk. She stated Churchill has vast knowledge of government accounting, policies and procedures and through her career has taken accounting courses at a local college. She also stated that Churchill was an intrical part of the finance software conversion from Fund Balance to BS&A. She stated Churchill’s dedication to the Village, diligent attention to detail and superior work ethic makes her a perfect candidate for the Accountant position.
Consider Approval – Hiring of an Accountant-
Trustee Perinar made a motion to approve the Hiring of an Accountant, Maggie Churchill. Seconded by Trustee Scaggs.

Maggie Churchill thanked the Board for the opportunity and believes that Wagonblott and herself will continue to work well together and do what is best for the Village.
Consider Approval – Maturity of a Bank CD-
Trustee Greco made a motion to approve the moving $832, 500 the Maturity of a Bank CD from People’s First Bank to Busey Bank. Seconded by Trustee Host.

Trustee Perinar made a motion to approve Change Order No. 1 for I-55/Bluff Road Interchange Project and waive the public bidding process. Seconded by Trustee Slocum.

G. Village Attorney
Committee Reports:
Trustee Sam Greco - Finance/Human Resources – Trustee Greco congratulated Maggie Churchill on her promotion to Accountant.
Trustee Patricia Perinar – Community & Legislative Affairs – Trustee Perinar congratulated Maggie Churchill on her promotion to Accountant. There were 110 residents that participated in the Village Garage Sales and the Fall Sale is scheduled for September 6th – 8 th. She also stated that the Pink Heals Walk is this Sunday, registration at 7:30 a.m. and the walk begins at 8:00 a.m. She stated that t-shirt and packet pickup will be May 8th from 4-7 p.m. and May 10th from 6-9 p.m. She also mentioned the Ribbon Cutting ceremony at Channahon Lanes on May 18th at 4:00 p.m. and the CED Eye opener breakfast is on Thursday, June 7th at 7:15 a.m. in Mokena.
Trustee Chantal Host – Public Safety/Emergency Support – Trustee Host congratulated Maggie Churchill on her promotion to Accountant and stated that Chief Casey had been invited to speak and present scholarships for the Grundy County Chief’s Association at the Coal City Community High School. She also stated that for Arbor Day, a Royal Star Magnolia was dedicated in memory of Samantha Harer, a former intern of the Police Department and went on to become a public safety communicator for the first responders and served our community.
VP Moorman Schumacher stated we did three trees this year and it was our 20th anniversary as Tree City USA. She stated a Cardinal Crab was planted was in memory of Linda Helms, who is a wife of Jerry Helms a Public Works employee and Tom Srachta, a member of the rotary club and his family dedicated a tree to him, as well.

Trustee Mark Scaggs – Community Development – Trustee Scaggs congratulated Maggie Churchill on her promotion to Accountant.
Trustee Scott Slocum – Technology/Community Image/Code Enforcement – Trustee Slocum congratulated Maggie Churchill on her promotion to Accountant.
