Channahon Village Board Committee of the Whole met July 2.

Here is the minutes provided by the Committee:

Village President Moorman Schumacher called the meeting to order at 6:00 p.m. with Trustees Greco, McMillin, Perinar, and Scaggs present. Trustee Slocum was absent.

Also present were Village Administrator Tom Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Chief of Police Shane Casey, Director of Public Works Ed Dolezal, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Administration Department:

Discussion – Resolution approving the Renewal of Intergovernmental Agreement regarding participation by the Village of Channahon in the WCGL Utility Aggregation Group

Durkin stated in 2012, the Village of Channahon joined with other Will County municipalities to provide for a lower cost alternative for energy supply on behalf of their residents. He stated through our membership in the Will Utility Aggregation Group (WUAG), we have been able to assist our residents and small businesses in saving significant dollars on their cost for electricity. He also stated our current one year contract is set to expire in September of this year and all indications are that we can expect prices for electricity from alternative energy suppliers will be less than those provided by ComEd. He stated in late May of this year, the WCGL indicated that the ComEd Price to Compare rates have been posted to pluginillinois.org and are higher than those of our electric aggregation group. He stated the prices are valid from June 1, 2018 to October 1, 2018. He further started this is in the timeframe of our current contract and thus savings will continue to be realized by residents and small businesses that did not opt out of the current contract. The ComEd Price to Compare is 7.358 cents/kWh. WCGL Price remains at 7.19 cents/kWh

Durkin stated it is anticipated that the ComEd price will be even higher in October, which is the last month of our contract. He stated he has indicated to the WCGL that we continue to have interest in participating in this program if it results in energy cost savings to our residents and small businesses. He also stated it is the intention to once again require suppliers as part of their bid to provide a price match guarantee as part of the upcoming contract. He stated once bids are received, the group will execute a new up to three year contract, depending on bid results. He further stated the group will not enter into any contract that provides for costs higher than what is available from ComEd. He stated additionally, residents will once again have the opportunity to opt out of the program initially or at any time without penalty.

Discussion – Hiring of Office Assistant

Durkin stated there is Executive Session listed on the agenda tonight this discussion. He stated the Office Assistant position is a budgeted item. He stated we have posted that position and 74 applications were received. He stated that he along with Anselme and Denton went through the initial interviews and they have a name to bring forward.

Village President:

Presentation – Will County Greentown by Dean Olson

Mr. Olson provided discussed the Will County Regional Sustainability Network that will be launched at the Will County Greentown event on Friday, October 26th at the Renaissance Center in Joliet. He encouraged the Board to attend and collaborate with other communities regarding Land Use, Water & Wastewater, Waste & Recycling, Sustainable Communities, Energy Efficient & Renewable Energy, Economic Development, Mobility, Municipal Operations and Climate Change.

Discussion – Chicago Title Land Trust Company – Resolution for the Acceptance of Plat of Easement Grant

Dolezal stated Chicago Title Land Trust Company is providing a Plat of Easement Grant to the Village for public utilities and infrastructure associated with Venture One North Watermain Improvements.

Executive Session:

Trustee Perinar made a motion to open Executive Session at 6:17 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Greco.

Roll Call Ayes: Greco, Host, Perinar, McMillin and Scaggs.

Nays: None Motion Carried

Trustee Scaggs made a motion to close Executive Session at 6:26 p.m. for Appointment, Employment, Dismissal, Compensation, Discipline and Performance of an Employee of the Village of Channahon. Seconded by Trustee Greco.

Roll Call Ayes: Greco, Host, Perinar, McMillin and Scaggs.

Nays: None Motion Carried

The Committee of the Whole was adjourned at 6:26 p.m.
