Village of Minooka Board of Trustees met Oct. 23.

Here is the minutes provided by the board

Village President, Patrick Brennan, called the meeting to order at 6:30 p.m. followed by the Pledge of Allegiance. Trustees present: Dave Deahl, Chad Hrechko, Terry Houchens, Dennis Martin and Barry Thompson. Trustee Absent: Dick Parrish. Also present: Dan Duffy - Village Administrator; John Harrington - Finance Director; Ryan Anderson – Public Works Superintendent and Justin Meyer, Village Police Chief.

Changes to Agenda – No changes.

Review of Minutes – Minutes of the Village Board Meeting of September 25, 2018 were reviewed. Trustee Houchens moved, Trustee Deahl seconded the motion to accept the minutes of September 25, 2018 Village Board Meeting as presented.

Ayes: Martin, Thompson, Houchens, Hrechko, Deahl 

Nays: None 

Absent: Parrish 

Motion carried.

Bills and Transfers - Trustee Martin moved, Trustee Thompson seconded the motion to approve the Bills and Transfers as presented.

Ayes: Deahl, Houchens, Hrechko, Martin, Thompson 

Nays: None 

Absent: Parrish Motion carried.

Treasurer’s Report - Trustee Martin moved, Trustee Thompson seconded the motion to approve the Treasurer’s Report as presented.

Ayes: Houchens, Hrechko, Martin, Thompson, Deahl 

Nays: None 

Absent: Parrish

Public Forum – President Brennan opened the public forum at 6:34 p.m.

Brian Zabel with Brian Zabel & Associated P.C presented the annual Village Independent Auditor’s Report. Mr. Zabel gave a brief overview to the board.

Curt Jebens, a resident at 703 E. Coady Drive, asked the board if they were in favor of I-80 being turned into a future tollway. He stated that he read in the newspaper that the village was in favor of adding tolls to the Minooka stretch of I-80. President Brennan stated that the board has never discussed this topic at all. Mr. Jebens then stated that he is not in favor of having to pay tolls every time he goes to and from work every day.

Jerry Davidson congratulated Justin Meyer, Village Police Chief, Beth Black, Village Police Admin Supervisor and the officers for a fantastic Trivia Night this year and for raising a lot of money to help out a lot of kids through the Special Olympics.

President Brennan closed the public forum at 6:42 p.m.

Consent Agenda – Mr. Dan Duffy read the titles of two (2) items (9A-9B). Trustee Thompson moved, Trustee Deahl seconded the motion to accept the Consent Agenda.

Nays: None

New Business Items FY 2018 Financial Statements (Zabel and Associates) – Trustee Martin moved, Trustee Thompson seconded the motion to accept the FY 2018 Financial Statements (Zabel and Associates).

Nays: None 

Absent: Parrish 

Motion carried.

Resolution Approving Purchase Light Pole Purchase from Lighting Solutions ($24,208.00) – Trustee Thompson moved, Trustee Houchens seconded the motion to pass Resolution #2018R-2209, Approving Purchase Light Pole Purchase from Lighting Solutions ($24,208.00).

Ayes: Hrechko, Houchens, Thompson, Deahl, Martin 

Nays: None 

Absent: Parrish Motion carried.

Staff Reports – Mr. Duffy stated that all staff reports stand as submitted.

Dan Duffy notified the board that the fire department gave the village a class 1 Public Protection rating, which is the highest that can be obtained. Mr. Duffy also mentioned that the village was approved for a tree grant at around $8,000.00 for the Aux Sable Springs Park.

President Brennan thanked John Harrington, Finance Director, for a job well done on the annual audit with Brian Zabel.

Liquor Commission Report Ordinance Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Increasing Class A from 2 to 3 for PLP Holdings, LLC - Wings 1 – New Restaurant located at 581 Bob Blair Road – Trustee Thompson moved, Trustee Hrechko seconded the motion to pass Ordinance #2018-27, Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Increasing Class A from 2 to 3 for PLP Holdings, LLC - Wings 1 – New Restaurant located at 581 Bob Blair Road

Ayes: Houchens, Hrechko, Martin, Thompson, Deahl 

Nays: None 

Absent: Parrish 

Motion carried.

Ordinance Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- Increasing Class G (Outdoor License) from 1 to 2 for PLP Holdings, LLC - Wings 1 – New Restaurant located at 581 Bob Blair Road – Trustee Thompson moved, Trustee Hrechko seconded the motion to pass Ordinance #2018-28, Amending Title 3, Section 3-4-7(a) (Liquor Control, Number of Licenses; Fees) of the Minooka Village Code --- --- Increasing Class G (Outdoor License) from 1 to 2 for PLP Holdings, LLC - Wings 1 – New Restaurant located at 581 Bob Blair Road

Motion carried.

Annexation Committee Report – President Brennan stated that there was nothing to report.

Executive Session – President Brennan announced there was no need for an Executive Session.

Action from Executive Session – No action needed.

As Appropriate – President Brennan reminded everyone of the Halloween Parade that will take place on Saturday – October 27, 2018 downtown at 2:00 p.m. and the bonfire at 6:00 p.m. with a movie. Trustee Thompson “echoed” Jerry Davidson’s comments on this year’s Trivia Night. Trustee Hrechko asked the board if there were any news on the Ridge Road Project, President Brennan let the board know that it is back to the original plan of a two year project rather than one.

Trustee Thompson moved, Trustee Deahl seconded the motion to adjourn at 6:54 p.m. All voted aye, meeting adjourned.
