9% through FY19 General Fund Revenues are at 3%, Expenditures 5%.

VI. New Business

A. Establish 2020 Budgeting Timeline and Process

Chairman Balkema stated that the FY2020 budgeting process will begin earlier than last year with a more structured timeline. Gill added that she felt a disconnect last year due to less workshops. The committee discussed possibly having department heads present their budgets to their oversight committees, as in the past.

B. Review Process & Personnel Needed to Manage 2019 Budget and 2020 Planning Cycle

A discussion was held regarding financial/budget assistance for the County Administrator.

C. Review Finance Committee Roles and Responsibilities within Updated Grundy County Board Rules of Order & Procedures

George Gray reviewed the amendments to the Finance Committee section of the Grundy County Board Rules of Order & Procedures.

VII. Old Business

A. Review 2018 Audit Process

Gray told the committee that the audit will be presented to the County Board in February.

VIII. Executive Session

1. Motion to enter into executive session at 4:55PM to discuss personnel & litigation matters.
