Sue informed the committee of the changes being made to meet federal and state requirements.
All animals must be micro chipped and neutered prior to adopting out animals. Feral cats must also receive rabies prior to release.

VIII. New Business Transit
A. Update upcoming FTA Review
A. Update upcoming FTA Review
Sherey informed the committee of an upcoming FTA review. This is a large mandatory audit that takes about 3 days to complete in office. This takes Transit employees about a month to prepare for and the response time is around 2 years for the outcome of the review.
IX. Old Business Transit
Sherey informed the committee of the process to utilize the bus barn grant received by the county. The next step of the process is to generate a Request for Qualifications for Professional Services for the engineering of the barn alternatives.
Sherey updated the committee on staffing within transit. Transit has lost a couple drivers recently but are in the process of hiring, interviewing, and training replacements.

XI. Fuel Usage and Overtime

Eric Gibson informed the committee that fuel usage is normal at this time.
2. Overtime
Eric informed the committee that overtime is around 91% of the budget. This is weather dependent.
XII. New Business Highway
Eric informed the committee of a request for information letter received by the County from IDOT discussing the possibility of abandoning Nettle Creek Road over I-80. Eric discussed impacts to vehicles traveled and the cost savings IDOT is proposing. This topic will be further discussed as more information becomes available by IDOT.
A. Department Fuel Consolidation
Eric informed the committee that Grundy County will be combining all fuel usage to one central location.
B. Approve Bid for Old Stage Road Bridge Repair
Eric informed the committee of the damage caused to Old Stage Road Timber Bridge due to traffic accident.
A letting was held 9-19-2019 at 11:00 am. There was only one bidder and the bid exceeded the estimate by more than 5%. Eric requested the committee approve rejected the bid and rebidding the project to give contractors more time to complete bridge work and procure materials.

C. Hutchinson Engineering Introduction and Phase 3 Process
Craig Young with Hutchinson Engineering gave a presentation introducing himself and Hutchinson Engineering. Craig explained the Phase 3 engineering process for Ridge Road.

Eric informed the committee that Ridge Road will be let on 9-20-19 and explained the process to determine lowest bidder and award project.
B. Clover Lane Jurisdictional Transfer Update
Eric informed the committee that the jurisdictional transfer does not come through committee and the transfer is in the works and will be completed soon.
XIV. Budget Reporting
1. FY19 Budget Tracking
Eric informed the committee that the concrete work for the fuel and tank will be paid out of highway fund and reimbursed from the other departments at a cost per gallon rate.
