V. Animal Control New Business

A. Animal Control Report

Sue Gale discussed a policy for the reimbursement of adoption fees in the instance that an animal is returned due to unforeseeable circumstances. It was decided that 50% of the fee will be reimbursed up until 2 weeks and then 0% will be in affect. This policy will be reviewed by State's Attorney office and brought to next meeting.

VIII. New Business Transit

A. Discussion of Operations Manager Position

Sherey shared with the committee the need for a new position within the Transit System and discussed the Job Description and salary for Operations Manager. The committee approved of the review and referred to personnel committee with positive recommendation.

IX. Old Business Transit

A. Discussion of Bus Garage- Scope of Work

George Gray and Sherey Zerbian informed the committee via PowerPoint Presentation of the options for location and scope of the bus barn building for transit. A decision was made to put together a request for qualifications to seek professional services to determine barn location and to design a structure of minimum that will hold the buses and stay within the limits of the grant funding.

The completed Request for Qualifications will be brought back to committee next month.

XII. New Business Highway

Eric informed the committee of the electric bill for the Dwight Road county property. At this time the Highway department pays 10% of the propane bill but pays 50% of the electric bill. Eric explained that the department doesn't use 50% of the electric at this location and would like to review options and make a decision next month on how to move forward with this billing.

A. Review and Recommend Fuel Bids 2020

1. Bulk Fuel & Fuel Dispensing System

Eric Gibson explained to the committee that there was a bulk fuel and dispensing system bid letting 10-17-2019 at 10:00am.

There were 2 bidders for the fuel contract. 1 bidder did not fill out bid sheet correctly and therefore was not considered in the bid tabulation.

FS Grainco was the lowest approved bidder at 272,998

B. Review 5 year Construction Plan

Eric Gibson reviewed the changes made to the 5 year plan. The final plan will be presented to the committee next month for approval.

C. Salt Contract Update

Eric informed the committee of the new cost per ton for salt for the new contract through the state bid. The new price is a 56.4% increase when compared to last year salt. It is required that 80% of the contract tons be utilized by the ordering agency. The county will be keeping close tabs on salt usage this year.

D. Snow Removal Policy Review

Eric informed the committee of the current Grundy Highway snow removal policy for their

information and comments. The plan is to attempt to follow policy when applicable.

XIII. Old Business Highway

A. Ridge Road Update

Ridge Road letting will take place November 8th at 10:00am. Utility relocates are underway at this time.

George Gray gave an update on the budget for Animal Control and Highway.
