Village of Coal City Planning and Zoning Board met Oct. 7.

Here is the minutes provided by the Board:

At 7 p.m. on Monday, October 7, 2019, Chairman Georgette Vota called to order the meeting of the Coal City Planning and Zoning Board in the boardroom of the Village Hall. Members in attendance were Maria Lewis, Jill Breneman, Richard Crotteau, John Hawkinson, Irving DeWald and Amanda Burns. Also in attendance was Dave Togliatti, Trustee and Matt Fritz, Village Administrator. Absent: Mayor Halliday.

The minutes of the September 16, 2019 meeting were presented for approval. Burns moved to approve the minutes with corrections, second by DeWald. Roll call-Ayes; Lewis, Breneman, Crotteau, Vota, Hawkinson, DeWald and Burns. Nays; none. Motion carried.

Deputy Clerk Allen swore in the individuals wishing to speak.

Conditional Use Permit 700 South Mazon Eric Powell (RJCC, LLC)

Administrator Fritz explained the petitioner's intentions including vehicle fluids/oil. The fire rating is 17 hours according to owner Eric Powell. The business has 2 overhead doors with one lift defining it as a one service bay repair shop. There will be one mechanic with no employees. Parking was discussed and was established there are adequate spaces with 21 parking spaces, 10 on street and 11 off street as indicated on the diagram handed out tonight, based upon floor space standards for the auto repair shop. Fritz confirmed the conditional use is in effect as long as the business continues.

DeWald moved to approve the condition use for a Motor Vehicle Repair Shop in the C-4 zoned property at 700 South Mazon Street with the established 21 parking spaces, 10 on street and 11 off street, second by Breneman. Roll call; Ayes, Lewis, Breneman, Crotteau, Vota, Hawkinson, DeWald and Burns. Nays-none. Motion carried.

Conditional Use Permit

Mr. Alderson explained that he had purchased property between the BNSF and UP Railroads on Railroad Street for outdoor storage. Mr. Alderson explained his construction vision and that outdoor storage is allowed in C-5 and l-1 zoning with a Conditional Use. Discussion included:

Zoning is presently C-5 and 1-1

Purpose is for outdoor storage (campers, boats, trailers, etc.)

Petitioner not planning on mini storage

Possible large structure to be built in the future

Alderson looking at 80' x 200 building of the l-1 property

Fencing, lighting and security cameras to be installed prior to opening

No semi's will be stored on the property.

Mr. Crotteau moved to recommend the Conditional Use Permit allowing outside storage on the property west of Railroad Street between the railroad tracks with established time lines, second by Hawkinson. Roll call: Ayes, Lewis, Breneman, Crotteau, Vota, Hawkinson, DeWald and Burns, Nays-none, Motion carried.

Concerning the Conditional use for a Cabinetry Shop at 700 S. Mazon Street owned by Eric Powell, the tenant who would like to open the shop, Mr. Mueller, will present his concept to the Board at a public hearing set for the October 21st meeting.

Rezoning 295 W. Division St. from RS-3 to RB

295 W. Division Street

Mr. Yates and Ms. Stone approached the Board regarding the residence located at 295 W. Division Street. They would like to establish a clinic in the present residence in the RS-3 zoning. Ms. Stone is a licensed clinical counselor.

They will not require a building permit, but we will consult the Village attorney to see if inspections are needed. It was established they need 7 parking spaces. Besides utilizing the 2 car garage, parking will be in the Village right-of-way on the east side of Mary Street and adjacent to the garage. It was noted the building could go back to being a residence if and when it was no longer being utilized as a clinic. The petitioner is planning on presenting the zoning change and the matter is set for a public hearing on Monday, October 21st

Preliminary and Final Plat Review and Recommendation

Oak Street Subdivision

Jim Fredin

Mr. Fredin is responsible for running water and sewer lines in the easement and to tie into the existing line at the south-east corner of lot 3. Village engineer, Ryan Hanson was involved concerning the city's end of the sewer line work: Drainage will run west to east to the storm sewer on Oak Street. All trees will be removed. There will be 3 single family homes built. Covenants will be similar with the design of Mar-Leen subdivision. Fredin intends to build the homes himself, however, if lots are sold, Fredin will have to approve the plans. The time frame depends on the weather. If recommended, this will go before the village board on October 23, 2019.

Hawkinson moved to approve the Preliminary and Final Plat of Oak Street Subdivision, second by Crotteau, Roll call: Ayes, Breneman, Crotteau, Vota, Hawkinson, DeWald, Burns and Trustee Togliatti. Nays-none. Abstain-Lewis. Absent-Mayor Halliday. Motion carried.

Crotteau moved to adjourn, second by Breneman. All signified by saying aye, no one opposed. Motion carried. Meeting adjourned at 7:50 p.m.
