Village of Coal City Planning and Zoning Board met Nov. 18.

At 7 p.m. on Monday, November 18, 2019, the meeting of the Coal City Planning and Zoning Board was called to order by chairman Georgette Vota. Roll call Members Jill Breneman, Richard Crotteau, John Hawkinson, and Amanda Burns. Absent were Maria Lewis and Irving DeWald. Also in attendance were Matt Fritz, village administrator and Trustee Dave Togliatti.
The minutes of the November 4, 2019 were presented. Crotteau moved to approve the minutes as presented, second by Burns. Roll call-Ayes; Breneman, Crotteau, Vota, Hawkinson and Burns. Nays; none. Absent; DeWald and Lewis. Motion carried.
There was no Public Comment at this meeting.
ZONING BOARD OF APPEALS
PUBLIC HEARING
Rezoning, Variance, Conditional Use Permit

Clerk Noffsinger swore-in all wishing to speak at the public hearing. With the petitioners in attendance, Mr. Fritz explained that the property is presently zoned RS-3 and the request is for RB (Residential Business) zoning in order to operate an antique shop and coffee shop in the existing house on the corner of West Willow and South Broadway. The garage apartment that is located on the same property will be rented and remain a rental unit. In order to operate a coffee shop, a conditional use permit is required as is a variance for the on street parking. Signage was discussed. Hawkinson moved to approve the Rezoning of 410 S. Broadway from RS-3 to RB, the Conditional Use Permit to operate a coffee shop in RB zoning, a variance for off street parking and for only one rental unit on the property, second by Crotteau. Roll call-Ayes; Breneman, Crotteau, Vota, Hawkinson and Burns. Nays; none. Absent; DeWald and Lewis. Motion carried. The Petitioners were instructed to attend the next Village Board Meeting for final approval on Monday, November 25, 2019.
A letter withdrawing the petition for a variance from the Core Area Design Guidelines on South Broadway by O'Reilly Auto Parts was submitted and accepted by this Board.
Mr. Fritz said that a Public Hearing will be held on December 2nd before this Board regarding a text amendment for the cannabis related facilities. The amendments will mirror the regulations in the State Statutes. Discussion was held on this subject at several Public Health & Safety meetings. The Village Board will make the final determination as to production and sales of cannabis,
With nothing further to discuss, Breneman moved to adjourn the meeting, second by Burns. All signified by saying aye. No one opposed. Motion carried and the meeting was adjourned at 7:26 p.m.
