Village of Minooka Village Board met October 22

Village of Minooka Village Board met Oct. 22.

Here is the minutes provided by the board:

Village President, Patrick Brennan called the meeting to order at 6:30 p.m. followed by the Pledge of Allegiance. Members present: Dick Parrish, Barry Thompson, Ric Offerman, and Terry Houchens. Members absent: Chad Hrechko, and Dennis Martin. Also present: Dan Duffy – Village Administrator, Ryan Anderson – Public Works Superintendent, John Harrington – Finance Director, Justin Meyer – Police Chief, Paul Pearson – Village Engineer, and Chris Spesia – Village Attorney.

Changes to Agenda – Mr. Duffy stated that 11A had the wrong amount in the resolution. The agenda had the right amount. Trustee Houchens moved, Trustee Parrish seconded the motion to accept the change to 11A changing the bid acceptance from $1,310,000.00 to include the approved alternative bid of $16,000.00 bringing the total recommended bid acceptance to $1,326,000.00.

Ayes: Thompson, Parrish, Offerman, & Houchens 

Nays: None

Absent: Martin & Hrechko

Motion carried.

Appointment and Swearing in of Village Clerk - Orsola Evola – Trustee Thompson moved, Trustee Parrish seconded the motion to accept the appointment of Village Clerk - Orsola Evola.

Ayes: Offerman, Houchens, Parrish & Thompson 

Nays: None

Absent: Hrechko & Martin

Motion carried.

Missy Felker (Deputy Clerk) administered the oath of office to the appointed Village Clerk – Orsola Evola.

Review of Minutes – Minutes of the Village Board Meeting of September 24, 2019 were reviewed. Trustee Thompson moved, Trustee Parrish seconded the motion to accept the minutes of September 24, 2019 Village Board Meeting as presented.

Ayes: Houchens, Parrish, Thompson & Offerman

Absent: Hrechko & Martin Motion carried.

Bills and Transfers – Trustee Houchens moved, Trustee Thompson seconded the motion to approve the Bills and Transfers as presented.

Ayes: Thompson, Parrish, Offerman & Houchens 

Nays: None

Absent: Martin & Hrechko

Motion carried.

Treasurer’s Report - Trustee Houchens moved, Trustee Thompson seconded the motion to approve the Treasurer’s Report as presented.

Ayes: Houchens, Parrish, Thompson & Offerman 

Nays: None

Absent: Hrechko & Martin

Motion carried.

Public Forum – President Brennan opened the public forum at 6:32 p.m.

Chief Justin Meyer presented the Police Departments newest sergeant. Sergeant Robert Stukel was sworn in by

Village Clerk, Orsola Evola

President Brennan asked if there was anyone present to speak at the public forum. No one came forward.

Consent Agenda – Mr. Dan Duffy read the titles of six items (10A-10F). Trustee Thompson moved, Trustee Parrish seconded the motion to accept the Consent Agenda.

• Resolution Approving Pay Request #1 (final) for Well #8 water softener control panel replacement to U.S. Water Services Inc. ($36,485.00) (2019R-2296)

Resolution Awarding WWTP Dewatering Improvements Bid to Independent Mechanical Industries Inc. of Chicago, Illinois in the low bid amount of $1,326,000.00 - Trustee Thompson moved, Trustee Houchens seconded the motion to approve Resolution #2019R-3000 awarding WWTP dewatering improvements bid to Independent Mechanical Industries, Inc of Chicago, Illinois in the low bid amount of $1,326,000.00.

Ayes: Houchens, Parrish, Thompson & Offerman 

Nays: None

Motion carried.

Resolution Approving Blanket Purchase Order for De-icing Salt to Compass Minerals America Inc. – Trustee Thompson moved, Trustee Houchens seconded the motion to approve Resolution #2019R-3001 approving blanket purchase order for de-icing salt to Compass Minerals America Inc. in the amount of $174,250.00.

Ayes: Thompson, Houchens, Offerman & Parrish 

Nays: None

Absent: Martin & Hrechko

Motion carried.

Resolution Authorizing Contract for Sale of 1.5 Acres Located at the Southwest Corner of Ridge Road and Prairie View Drive – Trustee Parrish moved, Trustee Houchens seconded the motion to approve Resolution

#2019R-3002 authorizing a contract for sale of 1.5 acres located at the southwest corner of Ridge Road and Prairie View Drive.

Ayes: Offerman, Houchens, Parrish, Thompson & President Brennan 

Nays: None

Absent: Hrechko & Martin

Motion carried.

Staff Reports – Mr. Duffy stated that the staff reports stand as submitted.

Liquor Commission Report –President Brennan stated that there was nothing to report.

Annexation Committee Report – President Brennan stated that there was nothing to report.

Executive Session – President Brennan announced there was no need for an executive session.

Action From Executive Session – No action needed.

As Appropriate – Trustee Thompson congratulated the police department on a great trivia night for Special Olympics on October 19, 2019. They raised $16,882.00.

Trustee Houchens stated that the Halloween Parade is scheduled for Saturday, October 26th at 2:00 and a bonfire at Lakewood Ball Field at 6:30 pm.

President Brennan wanted to thank the board for excepting Orsala Evola to be the next Village Clerk and Trustee Thompson thanked Deputy Clerk Missy Ferguson for a job well done on filling in while searching for a new clerk.

Hearing no comments or questions President Brennan called for adjournment. Trustee Thompson moved, Trustee Parrish seconded the motion to adjourn at 6:55 p.m. All voted yes, meeting adjourned.
